SNA-Sparsh training for government departments held in Kohima

DIMAPUR — The Department of Treasuries & Accounts organised training on SNA-Sparsh for government departments at its directorate’s conference hall, Kohima, on September 1.


According to a DIPR report, the training was chaired by Director and HoD, Treasuries and Accounts, Tssurenthung Odyuo, and the resource persons for the training were Assistant Accounts Officer, PFMS, Shalinder Sachdeva and Assistant Accounts Officer, PFMS, Meghna Sen.


Sachdeva gave a brief history of the inception of SNA-Sparsh, which was introduced in 2023 under the Department of Expenditure, Ministry of Finance, with an aim to facilitate more effective cash management and achieving the goal of “just-in-time” fund flow from both the centre and state consolidated funds through an integrated network of state IFMS, e-Kuber of RBI for centrally-sponsored schemes (CSS).


The trainers, from various departments, were informed about the onboarding and post-onboarding status of the system in the state. He informed that the total number of schemes with Mother Sanction issued was nine, amount issued was INR 65.30 crore, and 53RBI accounts opened.

He also informed that as of June 2025, 66 CSS have been brought under its ambit and aims to have all CSS under it by November 2025.


Sachdeva emphasised the key activities required under the SNA-Sparsh system, including opening RBI accounts for state-linked schemes (SLS), obtaining Mother Sanction from the central ministry, and generating and processing e-payment files.


He also highlighted the benefits of SNA-Sparsh, such as preventing bulk release of funds by the Centre and states, reducing unnecessary fund transfers outside the consolidated fund, minimising state dependency on Ways and Means Advances, and avoiding idle funds in SNA bank accounts.

Additionally, Sachdeva explained how departments would receive funds through the system and noted that the state is integrated with the e-Kuber system.


During the second session, Meghna Sen trained the attendees on how to transition from the pre-SNA system to the newly introduced SNA-Sparsh system.


She also talked about the features that would remain, namely submission of proposal by states for release of funds by Central Ministry for CSS, the registration of new SLS–DBT and non DBT and others, and the new features like the New Action Menu at State Scheme Manager, mapping of new RBI account, generation of expenditure bills through IFMIS instead of PFMS, Mother Sanction to be released by GoI for centre share amongst others.


It was also informed that the entire system would be operated through a single RBI account which was a shift from the previous usage of commercial banks’ accounts for the delivery of funds. Further, Sen gave an insightful presentation on how to navigate and access the news features in the portal so as to work seamlessly through the system.


The training ended with an interactive question-and-answer session.
