SIRD conducts awareness on 15th FC in Wokha

DIMAPUR — The State Institute of Rural Development (SIRD) organised a one-day awareness training on 15th Finance Commission (15th FC) and disaster management for village functionaries for the RD blocks of Wokha namely Bhandari, Chukitong, Wozhuro, Sanis, Chanpang and Ralan at Wokha VDB hall on Friday.

Village council chairmen and VDB secretaries from all the blocks under Wokha district attended the training programme, a DIPR report stated.

Course director and principal of ETC Phek, SIRD Nagaland, Dr. Kidise Pucho, speaking on the concept of the 15th Finance Commission, said that the 15th FC is basically a very specific grant to “project the activities, programme and schemes to bring about development in the rural local bodies.”

He also stated that the objective was to augment the consolidated funds of the state and to supplement the resources of local bodies and recommend grant-in-aid.

Pucho mentioned that the 15th FC assured transfer fund to local bodies for planning and development of basic service smoothly and effectively within the functions assigned to them under relevant legislation.

Guideline about the various activities to be carried out at the village level and local bodies under 15th Finance Commission was also highlighted by the course director.

Later in the second session, he highlighted on the concept and vision of disaster management, responsibilities of centre and state, role of village council and village development board and community, capacity building and personal safety.

Earlier, the welcome address was delivered by DRDA project officer of Wokha, Chumthungo Khuvung, while the vote of thanks was delivered by the chairman of Merayan village council.
