DIMAPUR — The meeting of the Committee of the Presiding Officers to Review the Powers of the Presiding Officers under the Tenth Schedule of the Constitution and Rules made thereunder was convened in Mumbai on February 9 and 10.
The committee was constituted by the Lok Sabha Speaker and Chairman of the All India Presiding Officers Conference on January 29, 2020, to review the powers of Presiding Officers under the Tenth Schedule of the Constitution of India and the rules framed thereunder.
Its mandate is to examine the existing constitutional, statutory, and procedural framework and the challenges faced in the discharge of such functions, stated an update.

The members of the committee comprise Rahul Narwekar, Speaker, Maharashtra Legislative Assembly (Chairman); Surama Padhy, Speaker, Odisha Legislative Assembly; UT Khader Fareed, Speaker, Karnataka Legislative Assembly; and Sharingain Longkumer, Speaker, Nagaland Legislative Assembly.
All four members participated in the first meeting held at Vidhan Bhavan in Mumbai, Maharashtra. The two-day deliberation made a comprehensive review of the constitutional and procedural framework governing the disqualification of members on grounds of defection, considering various legal aspects.
Detailed discussions were held on what instructions should be given to the Presiding Officers across the country regarding the Tenth list. Although no concrete decision has been passed, the committee will present some recommendations in its next meeting scheduled to be held at Bhubaneswar.
In addition to the formation of the committee, the Lok Sabha Speaker has also nominated Sharingain Longkumer as a member of the committee to frame the Uniform Model of Rules of Procedure and Conduct of Business of Legislative Bodies.
