A Biometric Attendance System for Nagaland secretariat was formally inaugurated on February 19 by the chief secretary of Nagaland, Pankaj Kumar. The chief secretary launched the facility during a meeting of heads of departments at the Secretariat Conference Hall in Kohima town.
During the occasion, Pankaj Kumar called upon the officers to ‘live by an example’ and also told the officers and all the employees in the secretariat to ‘scrupulously follow the system which was already introduced for better working system.’
Also, the chief secretary said that efforts of employees are required for the improvement and betterment of the government system. He appealed to all the government workers to work efficiently ad diligently.
Commissioner & Secretary for Information Technology KD Vizo gave detailed information about the newly-launched Aadhar-based Biometric Attendance System in the secretariat. Vizo informed that the Information Technology department ‘is only for system application but enforcing and regulating are all part of the Home Department’s responsibility.’
In other matters, the chief secretary informed the administrative heads and heads of departments to be prepared and furnish materials to the Home department for the governor’s speech for the forthcoming budget session. The session is scheduled to be held from March 15. He asked them to furnish the matter to the budget branch of the Finance Commissioner in time.
During the meeting, the officials also discussed that the material for the governor’s speech should be short, precise and significant. Suggestions were also made that the annual administrative reports to be presented should be strategy-oriented and should also have ‘more colours and designs.’
Chief Secretary Pankaj Kumar also informed that the administrative report has to include ‘innovation’ in the proposals. The OSD of Planning, Kevileno, supplemented that it has to include Gender Responsive Budgeting and an economics survey in line with the government of India. The Chief Secretary informed the officers to be prepared in advance about the starred questions and other normal set of activities for the budget session.
The meeting also deliberated about the forthcoming Budget session 2016 and the financial position in the state including (CSA), State’s Share, Special Plan Assistance (SPA) etc. It further discussed about the discontinuation of interviews for recruitment for Junior Level Posts (Group I, II, III and IV) as per the Prime Minister of India through the Ministry of Personnel & Training. Opinions and suggestions were made that category of posts requires interview in certain areas.
Therefore, the Chief Secretary gave direction to P&AR to identify such posts and submit the proposal to the Assembly.
Further, the meeting discussed about the forthcoming Nagaland Youth Summit 2016 to be held on 26th and 27th February 2016 at Kohima.
Commissioner & Secretary, Youth Resources & Sports, Menukhol John shared the concept note of the summit with the officers.
He requested the participating Departments to showcase their innovative ideas, initiatives, achievements etc and informed all Departments to nominate three officers each to participate in the summit.
The meeting also discussed about the guidelines/procedures on New Pension Scheme, Financial austerity measures 2016-17 etc.
