Dimapur, April 3 (EMN): Chief Minister Neiphiu Rio on Tuesday said that the appointment of advisors to various departments of the Nagaland government – against which an organisation has filed an RTI recently – was done after thorough consultation ‘with legal luminaries’.
According to a DIPR report on Tuesday, the chief minister made this statement while addressing ‘AHoDs and HoDs at Secretariat Conference Hall (in Kohima) under the chairmanship of Chief Secretar, Temjen Toy’.
“On the 91st Amendment of downsizing and restricting the appointments of parliamentary secretaries and the question of office of profit, Rio said advisors were appointed in various departments after thorough consultation with legal luminaries. Their talents, expertise and experience he added will contribute towards the development of the departments. He urged all the departments to extend their fullest cooperation to the advisors,” the DIPR report read.
“...Neiphiu Rio said that the People’s Democratic Alliance (PDA) is committed to enhance the quality of life of the citizen. The PDA government came to power with lots of promises and without the support and cooperation of HoDs and officers all this promises cannot be achieved....He called on re-inculcating work culture and maintain punctuality, working with accountability and transparency to fulfil the commitment and promises of the government and improve and enhance the life of the people,” the report read.
The chief minister was also reported as saying that ‘non-settlement of some symbolic issues’ has prolonged the Naga political issue. “He further apprised that the Centre for Peace and Non Violence will be created, for the same purpose. The centre will be headed by non-governmental intellectual, experienced, unbiased, someone who will come above individualism, tribalism, and someone who will work with Nagaism in mind. The PDA government will assist and actively facilitate on the ongoing political process,” it reported the chief minister as saying.
On the issue of governance, Rio said that every department should set a target and follow the same. He urged all government employees ‘to link their service with their Aadhar card to do away with ghost employees or double or triple employees’.
Rio expressed happiness at elected representatives, government officials and representatives of the church and civil organisations choosing to cooperate with the government’s decision to do away with VIP culture.
It reported the chief minister as saying that ‘road is the face of the state’. “He said that 50 crores have been sanctioned for immediate repair of roads in Kohima and Dimapur which will be done by the concerned department (sic)”.
“...He apprised of the proposal to create a special road from secretariat to assembly road which will also start soon. He assured monitoring of the ongoing four laning works between Kohima and Dimapur. Technical Committee and High Level Committee headed by the chief minister have been set up to ensure timely completion of big ongoing projects,” the report read.
Rio also informed that the ‘common minimum programme’ of the PDA government will be released very soon. “Rio also highlighted on many other issues including the Investment and Developmental Board, public grievances cell, economy, women issues etc. He mentioned that more importance to be given to sports and engage more of our youth in sports activity. Also to recognise and respect legendary (Dr.) T Ao, foundation stone will be laid in Dimapur by March or by early April.
“He further said that UPSC qualified written candidate will be given professional coaching. Also excursion tour at Delhi for selected students every year. He also said that for students studying outside will be given 5 lakh in the event of unfortunate death.
“He emphasised that with the help of Civil Aviation policy and Regional Connectivity of Northeast, Kohima will soon build a short run away for connectivity,” it reported. He also said that Australian Private Company Cooperate Social Responsibility was going to provide aircraft and build a short runway for free, it added. Rio also said that the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) ‘will be transformed into transport and will use as town buses in Dimapur, particularly from Chumukedima to Dimapur’.
He also stated that the departments taking up the projects in ENPO area should be highlighted so that the departmental activities are made known.
