On the 8th June 2016 I accompanied my Honorable Minister SE & SCERT as Chief Guest on the occasion of 3 (Three)Day Training-cum-conference for Physical Education Teachers(PET)on newly printed Handbook at Ura Academy Hall Kohima. The Minister speech was very clear that nobody should be employed and holds 2 or 3 post whether in the same Department under School Education or in two or three Departments. Clearly stating that one cannot be appointed as GT and also PT or as PT and LDA or appointed as teacher and the same time occupying the post of Grade-1V or in that matter employed in the state and also in the Central Govt. undertakings. To this the Honorable Minister said that it is not only depriving hundred and thousand of educated unemployed youth but also depriving our fellow friends and is illegal. The Honorable Minister clearly made the statement that any detection on any person appointed against one post and occupying more than 1 post except those permitted under existing law will be terminated from all the posts and no leniency will be shown and against such illegal practice substitution or proxy engagement cannot be accepted after 30th June 2016.
As far as substitute and attachment of teachers are concerned, there are procedural aspect and cannot be totally banned and the Honorable Minister being aware of the matter has not made the statement calling a blanket banned to do away with substitute and attachment of teachers.
To my understanding substitute and attachment is different from an individual appointed against one post and holding 2 or more post .From day one , I have been the official PS of the Honorable Minister for SE& SCERT and as far as my knowledge is concerned our Honorable Minister has not given a single attachment of teachers to any Elected members, Besides that, it is also wrong to say that the Honorable Minister SE&SCERT has attached teachers as his PS because few of us who are assisting him none of us are teachers.
IT is therefore while appreciating the view expressed by Kuholy Chishi Dimapur such false allegations should not be printed in the media and also it is necessary to know the subject matter on what the Honorable Minister SE&SCERT has talked about should be understood first and give necessary suggestions.
