Reiterates demand for requisition of posts to NPSC for direct recruitment
Dimapur, June 5 (EMN): Continuing its fight against contractual/ backdoor appointment in government offices, Public Service Aspirants of Nagaland (PSAN) has served ultimatum to five departments beginning from June 1 demanding for requisition of posts to Nagaland Public Service Commission (NPSC) for direct recruitment.
The five departments which were served the ultimatum included Rural Development; Social Welfare; Labour and Employment; Art and Culture and Treasuries and Accounts.
In a press release, PSAN Media Cell today alleged that the Directorate of Treasuries and Accounts, despite being forwarded to the Secretariat for requisition to NPSC, had kept 2 posts of STO and 4 posts of JAO in abeyance since 2016 for the reason best known to the concerned department.
Besides, it alleged that on 1.6.2017, the department declared results of the examination of 10 posts of Assistant Auditor without advertisement in the print media and in total contravention of the P&AR Department's Notification No.PAR-B/6/2008 (Pt) dated 30.8.2011 which clearly stated that all posts in the pay band of Rs. 5200-20200/- with grade pay of Rs. 2800/- and above should be recruited through NPSC.
In this regard, PSAN has questioned whether the government's standing order should prevail over department's order or vice-versa? While referring to the current service rules of DTA, which stated that 50% of the vacant posts should be filled by departmental promotion and 50% through direct recruitment i.e through NPSC, PSAN has termed the department’s explanation as unjustified and uncalled for and demanded immediate requisition of STO & JAO posts to NPSC and to immediately nullify results of Assistant Auditors examination by requisitioning 50% of the said posts to NPSC without any delay.
In Art and Culture department, PSAN alleged that the posts of Archivist, Assistant Archivist, Record Keeper had fallen vacant in the last 2-3 years owing to promotion and resignation of the incumbents but has not been requisitioned to NPSC. Besides, it said the vacancies of four posts of Record Keeper had occurred during the same period but was not requisition to NPSC.
In the Labour Commissioner's Office, two posts of Labour Inspectors were forwarded to the Secretariat by the Directorate but only one post was requisitioned to NPSC.
PSAN also alleged that contractual appointments continued unabated in the Directorate of Rural Development, despite resultant vacancies due to death, resignation and superannuation in total contravention of the P&AR OM No.PAR-B/6/2008(Pt) dated 30.8.2011. It claimed that atleast 10 posts of BRO/ RDO/ APO were being held through deputation instead of the posts being requisitioned to NPSC.
In Social Welfare department, PSAN alleged that as many as 81 supervisors have been appointed without a single post being requisitioned to NPSC in the last few years. PSAN has, therefore, demanded immediate termination of all contractual appointments and requisitioned to NPSC immediately.
In the AHODs & HODs monthly meeting, dated 16.9.2016, the Chief Secretary instructed all concerned authorities to requisition all posts that fall under the purview of NPSC to the recruiting body.
PSAN questioned on the necessity of taking coaching, rigorous studies and the whole system of education if all posts are stashed away by few vested individuals.
In the light of the above stated circumstances, PSAN vowed to continue fighting against corrupt practices to its last breath so that the manner of entry into offices under the Government of Nagaland might be availed to all its citizens as enshrined in Article 16 of the Indian Constitution. PSAN also called upon all right thinking citizens of the land to extend support to its cause.
