Y Kikheto Sema inspects key projects in Mokokchung, reviews quality and progress of the Library-cum-Museum and road project.

DIMAPUR — Principal Secretary and Development Commissioner Y Kikheto Sema, accompanied by Deputy Development Commissioner Imlikokba and other officials, inspected key development projects, including the Library-cum-Museum at Ungma and the Dikhu Bridge-Amguri Road, in Mokokchung on Tuesday.
According to a DIPR report, the inspection was part of an initiative of the Planning & Transformation department, the nodal department for the Ministry of Development of North Eastern Region (MDoNER) and the North Eastern Council (NEC) in Nagaland, to assess the quality, implementation and progress of projects funded through the two agencies.
During the inspection of the Library-cum-Museum at Ungma village, Sema said the facility was constructed under the NEC. The project, sanctioned in April 2017 at a cost of INR 4.21 crore, was completed in November 2024.
He stated that the NEC had released INR 3.55 crore, while the state share of INR 42.07 lakh had also been released, clearing all liabilities.
A claim of INR 12.55 lakh towards GST reimbursement is under consideration in the Finance Department.
Sema further said an additional requirement of INR 63.30 lakh for library resources, museum display units, furnishings and other installations required to operationalise the facility had been recommended by the State Level Empowered Committee (SLEC) and submitted to the NEC for consideration.

If approved, he suggested that the additional funding be utilised to develop the interiors with a strong traditional character reflecting the heritage, architecture and cultural identity of the area.
He emphasised that the facility should serve the people, particularly students from Ungma and neighbouring areas, and called for active community participation in its maintenance and sustainability.
Describing Ungma as one of the iconic villages of Nagaland, Sema encouraged the village council to extend its community and charitable initiatives beyond the village and support comparatively less-developed communities and villages.
Sema later inspected the 17.155-km Dikhu Bridge-Amguri Road constructed under NESIDS (Roads).
The project was sanctioned on August 5, 2019, at a cost of INR 59.77 crore, with the full sanctioned amount released by the Ministry of DoNER.
It was executed by M/s TTC_ANK_JV and completed on May 13, 2025, achieving 100% physical and financial progress.
The road is currently under maintenance up to May 2029. After inspecting the entire stretch, Sema found the workmanship satisfactory but observed landslides at three locations.
He directed the contractor to clear the landslides during the working season and construct suitable retaining structures using rock boulders and wire mesh to strengthen the affected stretches.
The Planning & Transformation Department was directed by the Ministry to inspect projects across all districts to ensure quality works, proper implementation and timely completion. Mokokchung was the first district covered under the initiative, with inspections of important projects in other districts to follow, Sema said.
He also highlighted Mokokchung's development performance, stating that the district is the top-performing district in Nagaland in terms of SDG performance and ranks fourth among 121 districts in the North Eastern States.
