The meeting of the Chief Engineer (NER) Road Transport, Government of India and the Chairman of North East Business Development Agency (NEBDA) has reviewed the alarming trends of press releases by unauthorized individuals and officials on matters pertaining to SARDP Nagaland.
A press release jointly signed by Sunil Kumar Verma, Chief Engineer (NER) Road Transport, GoI and I.Nochet Imcha, Chairman NEBDA said, the implications are serious, as it seems efforts are being made to derail Government of India's objectives as a growing economic superpower and safeguard concerns of internal securities.
“Matters on who had authorised wrong press declarations by the officials and Maytas-Gyatri; already a blacklisted defaulter are being looked into alongside manipulative activities of how funds meant for the SARDP Nagaland project were illegally diverted through manipulative methods.”
Ministry of Road Transport & Highways have made RITES, a Government of India Enterprise to investigate and revise the project on priority. Activities adopted to justify enhancement of funds up to 200 %, have been even more shocking as environment has been hugely destroyed by the cutting of huge mountains to justify demand of fund revisions, the release said adding, since a year, M/s RITES have been investigating on work implementation making visible and highlighting the vast damage done to natural resources.
The meeting said, only authorized decisions of the project Implementing Unit 'MoRTH CE (NER) and neither NHAI nor state officials carry any administrative power and authority to either issue work orders, notifications, information; contract amendments; accept or reject sub-contractors and approve clients requests on revision of SARDP rates. M/s RITES - Government of India enterprise of the Ministry of Railways, who are investigating implemented, works as claimed by various parties, the release said adding, all press notifications that have been brought out are unauthorised and without official authority.
SARDP being a priority project monitored by Prime Minister's Office, a couple of meeting interactions attended by Chief Engineer (NER) SARDP, and chairman NEBDA, I.Nochet Imcha , it has been discussed in detail the need to adopt joint management program among them to prevent the possible ulterior motives to sabotage SARDP Projects in NE region.
The focus of the Ministry Government of India under the leadership of Sunil Kumar Verma, have already begun extensive measures as promised by Minister for SARDP NER which has been allocated Rs.37 thousand crores for roads infrastructure, with nearly more half already been sanctioned within a prioritized decision by the Ministry.
The complex issues under SARDP in NE Region need specific measures and even the 'Arunachal Corridor' has been brought in under SARDP to be monitored by 'Project Implementation Committee' MoRTH in view of the importance of the matter both Ministry of Roads Transport and Highways (MoRTH) and North East Business Development Agency (NEBDA) represented by I.Nochet Imcha, Chairman of NEBDA have agreed upon to work out the framework of a 'Joint Implementing measures' for all SARDP programs in the NE Region.
No future unauthorized activities shall be tolerated and strong action shall be taken for violation, the release warned and advised press fraternity to directly contact the PIU, MoRTH, Government of India before any publication.
NEBDA being a registered accredited organisation under RITES have been assisting its officials in work since Feb 2014 and have personally entered into the Mon- Tamlu- Merangkong Road to begin the SARDP revised initiative. It is warned that any individual, group, official to desist from creating false rumour and preventing the functioning of government programs or official actions shall be taken up as deemed fit, the release said.
“It is the prerogative of the MoRTH to decide its Agencies partners, to terminate, cancel and need not inform anyone, except in coordination purpose.”
