DIMAPUR — The Pradhan Mantri Awas Yojana-Urban (PMAY-U) 2.0 Mission Nagaland organised the 2nd Awas Mela-Shehri as part of the Angikaar 2025 campaign, at the Chümoukedima Town Council hall on Tuesday.


While speaking on the occasion as guest of honour, Advisor of Municipal Affairs and Urban Development, Zhaleo Rio said that it gives him great pleasure to address the gathering as they continue their journey towards realising the vision of ‘Housing for all’ under the Pradhan Mantri Awas Yojana - Urban (PMAY-U).


The advisor said that this ambitious mission was first launched in June 2015 by the Prime Minister with the noble objective of providing all-weather pucca houses to every eligible urban household in the country.


Zhaleo added that over the years, this initiative has transformed the lives of millions of urban poor by giving them not just a home, but dignity, security, and hope for a better future.


He also mentioned that to carry forward this mission, the Government of India launched PMAY-U 2.0 in the year 2024 for the next five years, with the aim to cover the remaining eligible urban poor and middle-class families who are still in need of affordable housing solutions.


He said the PMAY-U 2.0 seeks to address the growing demand for affordable housing in urban areas through four key verticals, which includes Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).

The main focus remains on the BLC, which empowers individual families to construct their own houses with government support, he informed.


The advisor went on to stated that under PMAY 2.0, the Ministry of Housing and Urban Affairs (MoHUA) has allotted a total of 10,000 houses to the 39 statutory towns of Nagaland and accordingly, demand assessment was prepared for each town and forms accordingly allocated to respective municipal and town councils.


This allocation has been made based on certain parameters laid down by MoHUA, including the Census 2011 population data, and limiting eligibility to only 30% of the urban poor who have not yet availed any benefits under PMAY earlier.

Zhaleo said that under PMAY-U 1.0, a total of 1,118 beneficiaries were sanctioned in Chümoukedima, out of which 187 were found ineligible and curtailed, leaving 931 genuine beneficiaries who successfully received financial assistance.


He urged all applicants of the PMAY 2.0 scheme to ensure they submit all required documents to avoid missing out on the opportunity.


He emphasised that the scheme strictly prohibits the department or any individual from demanding money from beneficiaries, and advice that any such incident should be immediately reported to the department or the police.


Additionally, he cautioned that incomplete houses would not be issued certificates, and only upon receiving the certificate would beneficiaries be eligible for electricity connections and other essential facilities.


State Mission Director PMAY-U and Additional Director (HoD) of Municipal Affairs, Temjenrenla Kechü, in her keynote address, shared that under PMAY-U Phase 1, more than 96% houses have already been completed, which is a significant achievement, being the highest completed rate in the NE.


Overview achievements under of PMAY-U, status of implementation of PMAY-U 2.0 and innovative housing technology was also highlighted.

Under PMAY-U 1.0, the beneficiaries were entitled to a total subsidy of INR 1.5 lakh, which was disbursed in three instalments and all payments were made directly to beneficiaries' bank accounts through Direct Benefit Transfer (DBT), ensuring complete transparency.


Under PMAY 2.0, the subsidy amount has been enhanced to INR 2.5 lakh per beneficiary. Of this, 90% or INR 2.25 lakh, will be borne by the central government, while the state government will contribute 10%.


The subsidy will be to be disbursed in three instalments: beneficiaries under PMAY 2.0 will start receiving their instalments once they begin construction of their houses.
