Justice LS Jamir, Judge of Gauhati High Court and Executive Chairman of NSLSA, stated that Para-Legal Volunteers (PLVs) are expected to act as the intermediaries bridging the gap between the common people and the Legal Services Institutions to remove impediments in access to justice. “You are the persons who are in contact with the grassroots of the society and we expect that you teach them the very meaning of legal services to the downtrodden, the needy and the illiterate people,” says Jamir. He also said that PLVs are not only expected to impart awareness but they must be trained to counsel and amicably settle disputes between the parties at the source itself. He also urged the volunteers to reach out to the people at their doorsteps rather than people approaching such legal services institutions. Nino Iralu, member secretary of NSLSA, in her keynote address, said the induction training was imparted to provide the PLVs with the necessary skills and knowledge in order to enable them perform their duties for the benefit of the people relating to women and children laws, domestic violence and legal aids etc. She urged the volunteers to acquire maximum knowledge from the induction training programme and deliver their best service to common man. It was also informed that Rs 11.5 lakhs was sanctioned under the Nagaland Victim Compensation Scheme 2012 wherein eight victims have availed the benefits. Participants from different district of Nagaland are attending the three-day Induction Training of the Para-Legal Volunteers. In the year 2009, National Legal Services Authority (NALSA) brought out a scheme called the Para-Legal Volunteers Scheme which aimed at imparting legal training to volunteers selected from different walks of life so as to ensure legal aid reaching all sections of people through the process of Para-Legal Volunteers Scheme and with the intention to remove barriers into access to justice.
