Mizoram Consumer Union (MCU) in its press release yesterday said that LPG consumers in the state are suffering because many of the LPG distributors don’t want to follow government order and company guidelines. MCU said that the Mizoram government is taking steps in the fastest manner to make Direct Benefit Transfer for LPG (DBTL), as per Central Govt. policy, successful.State Level Monitoring Committee has been set up to ensure proper delivery of LPG Service to the consumers as per guidelines of the ‘scheme’ and Oil Company policy, MCU said. MCU listed out the rules to be followed by Distributors according to which ‘delivery date’ must be written in the Consumer Card and Cash Memo must also be issued. Distributors are not to demand Consumer Card Xerox copy. Issue of Cash Memo is ‘mandatory’ and it is to be used as document along with Consumer Card in case the Consumers don’t get subsidy. As Central government order, one family is allowed only one LPG connection for ‘subsidy’. Other than this is to be put in the non-subsidy category and to be registered through Form-5. Distributors are responsible to make the consumers know this.
After the consumers complete registration of LPG Consumer No. and Account No. through Form 3 and 4 (Form 1 and 2 for Adhaar Card holders), Permanent Advance Rs. 568 is to be credited through National Payment Corporation of India to the Consumer Account. Also, every time the consumers avail LPG the subsidy amount has to be credited to their Account within one or two days.
If not credited, the distributors are to be approached in writing with the consumer number, name and mobile number, the copy of which is to be given to MCU office. Any event of not taking LPG but subsidy amount credited in the Consumer which would mean an error in the transfer. This is because in a year only 12 cylinders can be availed on subsidy. More than these are to be purchase at market rate.
In order that booking for LPG Subsidy may be done through Mobile and IVRS as per Central govt. Policy, IOC Ltd. may ask the LPG Distributors for the same, MCU said of its demand. MCU also mentioned that there is no need of paying fee for change of name because of death of card holder or split of family due to marriage. Fee is also not required for making correction KYC form.
