Dimapur, March 30 (EMN): An orientation training program was conducted for Phek Para legal Volunteers (PLVs) and panel lawyers, at DPDB Conference Hall, Phek on March 30. The orientation aims at improving the quality and enhancing competent free legal services to the poor and marginalized society by empanelled panel lawyers and PLVs of legal services institutions in the state.
The Ice breaking session was initiated by advocate Akumla Longchari, Master Trainer, NSLSA for warming up the participants and for ensuring active participation in the session.
Chairman Phek DLSA, Additional District & Session Judge, N. Longshithung Ezung, sharing on do’s & don’t’s, reminded the trainees that PLVs by name itself means the service to be rendered should be voluntarily. He said all the legal services rendered under the district, state and national are voluntarily since no salary is received for such services. He also appreciated the PLVs for doing brilliant services during door to door campaign and further requested them to submit activities report and to claim honorarium and submit expenses bills if any incurred while rendering services. Ezung instructed the PLVs about their duties and pointed out a few don’ts urging the PLVs not to charge fees from the beneficiaries, not to politicize for the services rendered, not to visit jail or homes, etc. without proper authorization from the District authority.
In the practical session, Tongpang L. Jamir, Master Trainer (PL), NSLSA made the PLVs dived into groups to draft FIR for making the law enforcing agency in action for dealing the matter as per law and also supply an FIR sample to file proper and effective FIR.
Akumla Longchari, Master Trainer (PL), NSLSA, trained the PLVs on their role in crimes against women or children and a short role play through video screening was presented on domestic violence against women.
Interaction on motor vehicle accident claims/cases was coordinated by L. Likhase Sangtam, Retainer Lawyer, Kiphire DLSA. He also highlighted on various aspects of the Act such as licensing of driving, registration, types of insurance, how and where to claim compensation, Filing of Accident Information Report (AIR), hit and run cases. Format of application for compensation in motor accident was also introduced and sensitized the PLV on obtaining the necessary documents and importance of insuring the vehicle plying on road and the drawback of uninsured vehicle was also highlighted.
On consumer redressal techniques & forum, Tongpong L Jamir, Master Trainer (PL), NSLSA illustrated the definition of consumers, duties and responsibilities of a vigilant consumer. He also appraised the PLVs to educate the public to insist on cash memo from the retailer. He also shared few success stories.
Role of PLV on human trafficking was demonstrated bu Akumla Longchari , Master Trainer(PL), NSLSA in the form of quiz. She also appraised the participants on the relevant social welfare schemes available for the welfare of the general public. She also informed to which Department the public should approach to avail such benefits.
M. Glory Sema, Panel lawyer, NSLSA coordinated the practical session on maintenance of record, PLV Register, filing of success stories. She mentioned that PLVs and panel lawyers are required to carry out the common action plan enumerated in NSLSA annual activities list.
Group Discussion on NALSA schemes was coordinated by Tongpong L Jamir, Master Trainer (PL), NSLSA. The trainees were informed about the 7 NALSA schemes and the newly added 3 schemes.
L. Likhase Sangtam, Retainer Lawyer, Kiphire highlighted prisoner rights and legal services while challenges and way forward for PLVs and panel lawyer was presented by N. Longshithung Ezung.
