Over 200 North Eastern Council-funded projects completed in Nagaland since 2004

KOHIMA — A total of 254 projects have been sanctioned for Nagaland at a cost of INR 1,610.41 crore via schemes under the North Eastern Council (NEC) since FY 2004-05. Of these, 209 projects costing INR 1,357.92 crore had been completed as of June 30, 2026, according to data provided by the Ministry of Development of North Eastern Region (MDoNER).

As many as 1,846 projects have been sanctioned under the NEC schemes to the Northeastern states, including Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura, since FY 2004-05, at a sanctioned cost of INR 1,49,85.57 crore. Of these, 1,383 projects have been completed, accounting for a sanctioned cost of INR 10,535.83 crore as of June 30, 2026.

According to the union ministry, the NEC's outlay is divided into three components: the State Normative Component (SNC), the Central Agency Component (CAC), and the Focused Development Component (FDC). The SNC is allocated among the states based on a normative formula: Assam receives 20%; Arunachal Pradesh, 13%; Manipur, Meghalaya, Mizoram, Nagaland, and Tripura, 12% each; and Sikkim, 7%. However, funds are released only after the approval of projects recommended under the scheme.

The details of funds released and utilised under the NEC schemes during the last three years show that Nagaland received INR 101.22 crore in FY 2023-24, INR 51.82 crore in FY 2024-25, and INR 53.20 crore in FY 2025-26.

Overall, a total of INR 763 crore was released to the Northeastern states during FY 2023-24, INR 770.89 crore during FY 2024-25, and INR 761.10 crore during FY 2025-26.

In Nagaland, a total of 31 projects with a sanctioned cost of INR 148.01 crore are running beyond their scheduled completion dates. Across the Northeastern region, 232 projects, with a sanctioned cost of INR 1,468.06 crore, were running beyond their scheduled completion dates as of June 2026.

The MDoNER stated that the implementation of projects sanctioned under the NEC scheme falls under the purview of the respective state governments and implementing agencies. It said delays in project implementation are primarily due to natural and site-related challenges, including frequent landslides, heavy monsoon rainfall, and unstable geological conditions, which disrupt construction activities and damage access roads. Progress is further hampered by supply chain constraints, including difficulties in procuring and transporting construction materials and equipment to remote and hilly areas.
