Operation Abhyaas: Nagaland to conduct Civil Defence exercise on May 7

  • DIMAPUR — As per the direction of the Ministry of Home Affairs, Nagaland will conduct a Civil Defence exercise across 10 districts—Dimapur, Kohima, Mokokchung, Wokha, Zunheboto, Mon, Phek, Tuensang, Kiphire and Peren—on May 7 at 4 pm under the code name ‘Operation Abhyaas.’

  • In an order on Tuesday, the Home Department (Police ‘B’ Branch) stated that the concerned departments will take up ‘modus operandi’ based on ‘Simulation’ (incoming air raids, activation of sirens and blackout measures), ‘Scenario’ (fire in the building, search and rescue, casualty evacuation from the damaged building, from air offence, temporary hospital setting and evacuation of civilians from endangered areas to bunkers/demilitarised zones), and hourly reporting from State War Room to DGCD Control Room MHA, New Delhi.

  • Task and responsibilities at the district level

  • ·        Activation of siren by the district disaster management authorities.
  • ·        Identification of urban site/conglomeration as air offence affected areas by the district administration.
  • ·        Identification of minimum of 10 volunteer as victims of the air offence by the district administration.
  • ·         Blackout of power in the identified air offence affected by the Power department.
  • ·        Setting up of temporary hospital/mobile medical aid centre by the Department of Health & Family Welfare.
  • ·         Identification of one particular area as a demilitarised zone for evacuation of civilians by the district administration.
  • ·        Setting up of emergency communication centres by the superintendent of police.
  • ·        Setting up of Incident command centre at the incident site by the superintendent of police.
  • ·        Activation of incident response systems with state command centre by the district administration.
  • ·        Search and rescue operation by the Home Guards & Civil Defence/SDRF.
  • ·        Fire emergency mock drill preparedness by the Fire & Emergency Services.
  • ·        Ensuring essential commodities by the Department of Food & Civil Supplies.
  • ·        Setting up of state War Room at Chief Secretary's Conference Hall by the IGP (Technical), Wireless Headquarter, PHQ, Kohima.
  • ·        Department of Urban Development to assist the district administration in identifying the air raid affected area.
  • ·        Department of Road & Bridges to ensure road connectivity during the mock drill.
  • ·        BSNI, to ensure telecom connectivity during the drill.

Emergency Support Functions (ESF)


District Administration: Identify safe building/areas/demilitarised zone for lodging/billeting of evacuated persons, train wardens/volunteers for early camouflaging of VAs/VPs, maintain and equip air raid shelters/bunkers/trenches, issue uniform and PPE for Civil Defence wardens/volunteers, regular mock drill, prepare CD plan (earmark heads/OIC of 12 services), activate 12 services especially warden, fire fighting, depot, training, rescue etc., enrol and train govt. staff, wardens and volunteers and paramedics etc., operationalise civil defence control room 24/7, activate hotlines and radio communication links with airforce, operationalise civil defence sirens, train civilian around VAs/VPs, and equip Civil Defence and local emergency services with essential equipment and supplies.


Civil Defence: Preparation of civil administration to handle hostile attack, protection and training of civilians, minimising damage, raising public morale, and to support and augment the armed forces function.


Services of CD: Headquarter service, warden service, communication service, casualty service, fire fighting service, rescue service, welfare service, salvage service, corpse disposal service, depot and transport service, training service, and supply service.


State government: Set up state civil advisory/implementation committee, fill up vacant post of permanent staff, wardens and volunteers, risk assessment of the entire state, identify VA/VPs (military threat), ensure implementation of air raid warning system, blackout, camouflage measures, ensure updation of CD Plan and its regular rehearsal, ensure preparation/updation of evacuation plan, augment emergency services like medical, food, water, fire etc., training of civilians/community awareness drives monitor and progress, and reports to MHA.


  • The order informed that the entire exercise will be governed by legal frameworks, including Civil Defence Act, 1968; Defence of India Act/Rules 1962, 1971; Geneva Convention Act 1960; Union War Book of India-2010, and Geneva Conventions 1949, Additional Protocols and IHL.

  • Further, active participation of the district controller, various district authorities, civil defence wardens/volunteers, Home Guard (active/reservists volunteers), NCC, NSS, NYKS, college/schools students is envisaged in the Civil Defence exercise.

  • DC Dimapur notifies meeting on Civil Defence preparedness

  • The Deputy Commissioner’s office, Dimapur, in a circular, notified that an emergency meeting for a mock drill on Civil Defence (CD) preparedness in Nagaland state will be held on May 7 at 10 am in the DC office conference hall.

  • All concerned officers of disaster management from the line departments have been requested to attend the meeting positively.

  • CM Rio urges citizens participation

  • Chief Minister Neiphiu Rio on Tuesday urged the citizens of Nagaland to ensure full participation in Wednesday’s state-wide mock drill.

  • “In line with the Centre's directive, a mock drill on civil defence preparedness will be conducted tomorrow across the country, including Nagaland. I urge everyone to ensure full participation & readiness as per the guidelines. Best wishes for a successful & effective exercise,” the chief minister wrote on X.
