Apropos the enforcement drive against vehicles using black films on their windshields and windows and the enforcement to strictly monitor the use of helmets by two-wheel riders, the notification to the public through the local print media on the 20th and 21st of May is appreciated. People having tinted films on their windows and windshields will remove after reading the notification.Those that ignore the notification will be penalized and the black film removed by police as notified. Two-wheel riders may also start wearing helmets if they posses one and do not want to be penalized. Those that do not owe a helmet can purchase from one of the many shops where helmets are available.
However, vehicles plying with outside registration cannot change their registration numbers in a day, week or even months for some cases. On enquiry after seeing your notification, it is learnt that vehicles permanently brought to another state should have their registration numbers changed within 12 months as per the Motor Vehicles Act, 1988.
Seemingly, most of the public were not aware of it and many are still ignorant about the law, blaming the police for levying a fine with the sole intent of penalizing. There are numerous vehicles in Dimapur with outside registration and it is learnt that Rs.500.00 is penalized per vehicle for not having the registration number changed.
May I request, in the interest of the people owning outside registration vehicles, to give us some months before we are made to pay a fine on your considerate understanding as per your motto “Security, Service, Sacrifice” as most were not aware of the offence? Amongst the many offences under MVA 1988, under-age driving may also be checked.
