Dimapur, Dec. 2 (EMN): Nagaland Voluntary Consumers’ Organisation (NVCO) urged the Deputy Commissioner, Kohima, to revoke the notification which nullified the joint signatures of village council chairmen on cheques for Village Development Board (VDB) withdrawal stating it was illegal and in gross violation of the various provisions of law amounting to discrimination.
NVCO has made this appeal following a representation submitted to the Chief Secretary by the Angami Village Council Chairmen Association (AVCCA) under the subject ‘Representation of all the village council chairmen under Kohima district against the nullification of joint signatures of the VCC on cheques for VDB withdrawals vide Order No. SDR/DCK/VC/42/2011 (Pt-1)// 2282 dated Kohima, the nil April 2016 issued by the Deputy Commissioner, Kohima, Nagaland.’
It stated that the association was aggrieved by the order dated nil April 2016 issued by the Deputy Commissioner, Kohima, in nullifying the joint signatures of the VCC on cheques for VDB withdrawals.
Earlier, the association had submitted a representation to the Deputy Commissioner, Kohima, urging the latter to review the nullification of joint signatures of VCC on cheques for VDB withdrawals. It contended that the joint signatures of VCC and VDB secretary on the cheque were necessary in order to avoid deduction/ mobilisation. It rued that the Deputy Commissioner failed to take any positive step.
In view of the above stated circumstances, NVCO has questioned the Deputy Commissioner as to why the system was practice only in Kohima district. Considering the facts and circumstances of the matter, NVCO asked the concerned authority to examine the order and revoked instantly in the interest of village councils.
