The Nagaland Tribes Council (NTC) while reiterating the earlier Press Statement issued on ULB vis-à-vis WR has unanimously resolved the followings in its meeting held at Kohima on 9th February, 2017:
1. The decision of the State Govt of Nagaland to urge the GOI to pass an Ordinance for exemption from Part IX A of the Constitution of India as publicly announced in the local media is found not advisable when there had been instances of ratification made to the Act of Municipal and Town Council by Nagaland in the recent past on public demand to modify, rectify and amend whichever Clause or language is found within the purview of State Govt. of Nagaland to make necessary correction.
In the light of the above, the state govt must not feel very helpless to defendourselves from incriminating and harmful Act, NTC therefore urge the State govt not to seek for such ordinance in haste without proper preparation.
2. The StateGovt of Nagaland has announced that it has declared the ULB election as null and void. The competent authority must issue notice to that effect without any delay. Keeping the issuance of the same pending is creating doubt in the mind of the general public that the govt may retract once again.
3. The State govt of Nagaland must never have election under the Municipal and Town Council ACT in the present form until it is ratified as above.
4. Under the Chief Ministership of Shri. T.R.Zeliang, the following anti-indigenous Nagas of Nagaland policies were adopted:
a. The most unpopular master-mind of population integration from outside the state by T.R. Zeliang is the Rongmei recognition and the attempt to recognize more tribes from outside Nagaland that was rejected by the citizens and yet the Government failed to rectify the wrong action.
b. The mischievous venture of trying to sell out the basic rights of the citizens by creating cadastral areas in the foothills in order to give permanent settlement to non-indigenous people from outside Nagaland through Nagaland Special Development Zone (NSDZ) that will relax our protective laws such as Nagaland Land and Revenue Act, 1978 and Bengal Eastern Frontier Regulation Act, 1973 is the anti-state action from within by the elected leaders, particularly the then planning minister of the State Shri T.R. Zeliangwho is heading the state today.
c. Yet another attempt of Shri T.R. Zeliang was to barter away our revenue to non-indigenous outsiders and an attempt to rope the rightful land owners by way of making the State and non-indigenous people as land owner which is a clear infringement of the Article 371A that has guaranteed the private individual ownership of land and its resources as under Oil and Natural Gas Rules and Regulation Act of 2012
d. What cannot be more surprising is the removing the sue-motto power of investigation from the one and the only anti-corruption bureau in the state as State Vigilance Commission under T.R.Zeliang Government with the aim to loot the state exchequer.
5. The determination of the Chief Minister Shri T.R. Zeliang to cling into his Chair is the source of all frictions, confrontations and the mess we are in now. Having observed the developments, NTC feels that he better realize the importance of the voices of the general public. The earlier he paves the way for peace and normalcy to return to state by demitting his office the better for him and for the people as aa whole.
6. The NTC appeals to people of Nagaland not to be swayed by emotions if not by reasons. It also appeals to our people to refrain from abetting violence under any circumstances. Of all there must never be any more bloodshed henceforth.
7. The NTC expresses its concern over the blockage of Social Media and Internet connectivity depriving the students and unemployed educated youth of online services and other basic communication works which has become our daily usage.
