Imphal, March 21(IANS): Manipur Chief Minister Nongthombam Biren on Tuesday proposed a Vote on Account for Budget estimates,2017-18 amounting upto Rs.3828,31,90,667 for consideration to enable the Government to discharge its responsibilities and to meet all essential expenditure during the first four months only.
Moving the Budget Estimates (Vote on Account) for the ensuing financial year 2017-18 and Demands for Supplementary Grants for the current fiscal year 2016-17 in the House, Leader of the House said, one of the key priorities of the Government would be to exercise fiscal prudence and maintain financial discipline.He said, during the ensuing fiscal year, a tentative total expenditure of Rs.11484.96 crore is proposed out of the Consolidated Fund of the State. Out of this, Rs 9590.30 crore is under Revenue account and Rs.1894.66 crore under Capital account, which is 16.50 percent of the total expenditure. Out of the total expenditure, an amount of Rs.960.76 crore is charged expenditure and the remaining amount of Rs.10524.19 crore is Voted expenditure.
The State own resources comprise about 8 percent of the total revenue receipts while the rest comes through Central transfer in the form of Grant-in- aid and State’s share in Central Taxes. On an average over 52 percent of the Revenue Receipt are for meeting commitments towards salary, pension and interest payments.
He said, the States are now empowered to plan and budget themselves for State Schemes,except for Centrally Sponsored Schemes.
