Responding to a statement of Finance Secretary Y. K Kikheho (IAS) which was carried in local dailies on February 11, NNagaDAO said, the Finance Secretary was ignorant about HIV/AIDS grant or he was indicating that Nagaland government diverted the HIV program grants.
“NNagaDAO is very much aware of the file position, as NNagaDAO is a member of NSACS executive board. We will appreciate if the government consults concerned officers, Chairman NSACS (Commissioner & Secretary H&FW) or Project Director, NSACS for HIV/AIDS related program before providing any statement to public.”
NNagaDAO President Abou Mere in a press note said, as per the National AIDS Control Organisation (NACO), Government of India sanction order (T-11017/11/2015-16 (F)) indicated there was no lapse on their part.
The grant in question is from government of India and World Bank for HIV programme only and that the question of fund constrain does not arise, Mere said. He said, Finance secretary’ statement stating that Government of India had released fund on February 6 and 10 was incorrect and that directing Principle Director DOH&FW to put up a proposal without knowing the file position was misleading and condemnable.
