Niuland district administration reviewed the utilisation of 16th Finance Commission tied grants, focusing on water and sanitation projects, coordination, maintenance and accountability.
DIMAPUR — The Niuland district administration held a review meeting of the District Water and Sanitation Mission on the utilisation of the 16th Finance Commission (FC-XVI) tied grants at the DC’s Conference Hall, Niuland, on August 10.
According to a DIPR report, officials from the Public Health Engineering Department (PHED) and Rural Development (RD) Department made comprehensive presentations on various schemes and projects being implemented in the district.
Deputy Commissioner, Niuland, TL Kiusumong, who chaired the meeting, acknowledged that several officers are currently holding charges of Niuland, Chümoukedima and Dimapur districts.
He urged the officers to effectively balance their responsibilities and adopt a more proactive approach in attending review meetings.
Executive Engineer, PHED Rural Division, Dimapur, Nirie-e Nisa, delivered a presentation on the 16th Finance Commission tied grants, with particular emphasis on the operation and maintenance of schemes and projects completed at the village level by the concerned departments.

She also elaborated on the roles and functions of Water and Sanitation Committees (WATSAN) and village councils in ensuring the sustainability and proper maintenance of completed schemes.
Paudwal Elunglung, SO-II, RD Department, provided an overview of the department’s role in implementing the 16th Finance Commission tied grants.
He highlighted grant allocation, the role of Village Development Boards (VDBs), the basic breakdown of tied and untied grants, convergence with national and state schemes, as well as the importance of proper planning and accountability.
The meeting reviewed key aspects of grant utilisation and implementation, with emphasis on strengthening coordination, planning and accountability at the village and departmental levels.
