- IMPHAL — Nearly 500 families have been
sanctioned for resettlement at Serou in Manipur’s Kakching district, while more
than 250 houses are under construction in the Sugnu area, according to Deputy
Commissioner Rohit Anand of Kakching district.
- Anand was highlighting the steps taken by the district
administration when the Manipur State Commission for Women (MSCW), in
collaboration with the Kakching district administration, conducted a camp
sitting to assess the living conditions of internally displaced persons (IDPs)
and related victims at the conference hall of the DC Kakching office complex on
Wednesday.
- The DC highlighted that, as a major step towards the
rehabilitation process, 484 families have been sanctioned for resettlement in
Serou and Sugnu, and 276 houses are under construction. Most of the houses are
nearing completion, and displaced families are slowly returning to their homes.
- He added that those who were in relief camps in Kakching
Headquarters are also returning to Serou, either to their own houses or to
their relatives' houses, and are waiting for financial assistance for
reconstruction.
- MSCW Chairperson Thumlip Tiningpham Monsang, accompanied by
MSCW members N Dayabati Devi and Sophia Moyon, presided over the day’s meeting.
The Additional District Magistrate, AC to DC, and SDOs of Kakching and Waikhong
were also present during the meeting.
- Stating that, over the past two months, the number of camp
residents has significantly decreased, with approximately 800 individuals
having successfully relocated, DC Rohit thanked all the concerned departments
for their tireless efforts over the last two years in relief and rehabilitation
work and said they have played a significant role in helping displaced people
return to their normal lives.
- Highlighting that all the relevant departments in the
district are looking after the inmates of the relief camps, he mentioned that
the Health Department is visiting the camps biweekly to provide medical
assistance. A special mental health initiative has also been implemented to
address any psychological distress or trauma, he added.
- DC also informed the visiting MSCW team that the 'One Stop
Centre and Child Welfare Committee' are monitoring the women and children in
the camps to ensure their safety and well-being.
- Stating that no case of mental or physical trauma has been
reported so far in the district, the DC informed that coordination with
officials, volunteers, and the police department has been ensured to tackle
such situations and prevent any untoward incidents.
- Regarding sanitation, the DC commended the Municipal Council
for its proactive role over the past 1.5 years. Despite jurisdictional
limitations, the council has been assisting with timely cleaning, waste
disposal, and the maintenance of septic tanks and toilets in the camps.
- He also informed that the Public Health Engineering
Department (PHED) has been supplying water to the inmates to ensure that basic
amenities are not compromised.
- The MSCW team appreciated the district administration for
its plan to set up a sanitary pad manufacturing unit in Serou, for which the
Lal Bahadur Shastri National Academy of Administration, Mussoorie, is
sponsoring the procurement of machines.
- The machines would be operated by IDPs in Serou, and the
pads manufactured would be procured by the district administration of Kakching
for distribution to the relief camps.
- The MSCW team interacted with officials from various
departments, including Social Welfare, Kakching Police, One Stop Centre, and
volunteers/representatives of relief camps, among others. The MSCW team
appreciated the departments for their efforts and urged all to continue their
work to provide maximum support to IDPs.
