DIMAPUR — Nagaland University hosted an international conference and a national seminar at its Kohima Campus on April 29 and 30, focusing on deep technology, socio-legal transformation, and digital living and mental health.
According to an update, the Department of Law hosted the international conference on “Synergy between deep tech and socio-legal transformation: Strategies for Viksit Bharat @2047”.
Dr. Tseilhoutuo Rhütso, MLA, attended as chief guest and stressed ethical responsibility and the balance between technological advancement and fundamental rights.
Guest of honour Nellayappan B, OSD to the Chief Minister of Nagaland and Deputy Director (Legal), spoke on accountability and responsibilities of young advocates.

The keynote address by Prof. M.K. Bhandari, founder and Director of GALTER, focused on artificial intelligence, blockchain, quantum computing, data sovereignty, algorithmic bias, and digital divide.
Mankiranjit Kaur, Director, National Legal Academy, Malaysia, spoke on “Data protection law in Malaysia and AI-related developments”, highlighting the Malaysia Online Safety Act 2025.
Vice Chancellor Prof. Jagadish Kumar Patnaik highlighted the role of deep technology in achieving Viksit Bharat, noting both opportunities such as UPI and challenges including misuse, ethical dilemmas, and regulatory gaps.
Meanwhile, the Department of Psychology hosted a national seminar on “Digital living and mental health: Risks, repercussions and responsibilities”.
Patnaik, who attended as chief guest, highlighted that ICT and media are beneficial while noting their negative impact on well-being.
Prof. B Kilangla Jamir, Dean, School of Social Sciences, emphasised mindful usage of technology and content, while Pallabita Barooah Chowdhury, president, Psychologists’ Association of North East India (PANEI), stressed the need for interventions.
The keynote address by Dr. Urmi Nanda Biswas, Head, Department of Psychology, University of Delhi, highlighted digital burnout and declining collective well-being due to increased internet accessibility.
