
Dimapur, May 24 (EMN): The Nagaland State VDB Association adopted various resolutions to be forwarded to the state government for immediate redressal and actions during a meeting held on May 23.
The Association claimed that the Rural Development department had been diverting money sanctioned for materials of some block/districts to other districts, stating that the Central government has been sanctioning money for materials cost in accordance with the success of NeFMS of different blocks and districts.
“This practice is going to affect the fund flow for the department as once the fund gets diverted the VDBs will not be in a position to issue utilisation certificate and even in the MIS the payment for materials cost will not be reflected if the funds gets diverted,” it read.
It asked for release of grant-in-aid to all the 1272 VDBs which have been kept pending for the past two and half years.
It further stated that despite all formalities being completed as per the instruction of the department for PMAY Scheme by way of geo-tagging and the beneficiaries have already installed all the structures as directed, the department has not taken any steps for procuring CGI sheet as assured till date. The association stated due to the monsoon season, the structures were getting spoiled.
The Association also highlighted the directive of the BDOs asking the VDB secretaries to collect money from the beneficiaries under PMAY – G Scheme in whose accounts an amount of INR 88,000 had been credited. “The Association would like to categorically state that the VDB Secretaries are not in a position to collect the said amount from the beneficiaries as the money has been credited in the personal account of the beneficiaries and not in VDBs account,” it read.
The Association also observed that project director and BDOs were found not to be in station causing lots of inconvenience for the VDBs who were coming from far off areas for official works. All the concerned officers have been requested to be present in their official posting office and help the VDBs carry out their official works without any hassle.
It further acknowledged the Governor of Nagaland for removing all the check gates in Nagaland and expressed hope that the state government and its agencies would implement these directives in toto and ease the burden of the public. It also requested the concerned authorities to regulate the prices of goods in the market so that the public is benefited from the directives of the Governor.
The Association further urged the government to deliberate on the NLTP Act 1989 and lift it if it is not in a position to implement the law in toto. It said this would streamline the shops selling alcohol by issuing licenses.
