DIMAPUR — The
Department of Power has issued a public notice to all consumers and
stakeholders that the Department of Power, government of Nagaland, a deemed
licensee, has filed a petition for approval of the ARR for the 5-year MYT 3rd
control period, from FY 2025-26 to FY 2029-30, and a tariff proposal for FY
2025-26 before the Nagaland Electricity Regulatory Commission (NERC) on
December 17, 2024, under sections 61, 62, and 64 of the Electricity Act 2003.
According to a DIPR report, the petition was admitted by the
commission on January 15, 2025, and numbered as Petition No. 03/2024-25.
Objections and comments are invited from various stakeholders on the petition.
For FY 2025-26, the total annual revenue requirement is
projected at INR 944.24 crore, with costs such as power purchase amounting to
INR 496.47 crore, transmission charges at INR 84.68 crore, generation costs at
INR 16.45 crore, and employee expenses at INR 187.97 crore.
Other significant expenses include repair and maintenance at
INR 16.85 crore, administration and general expenses at INR 4.31 crore, and
operational expenses for smart prepaid metering at INR 27.01 crore.
The total revenue requirement grows each year, reaching INR
1200.87 crore (projected) by FY 2029-30. After accounting for non-tariff
income, the net revenue requirement increases from INR 938.54 crore in FY
2025-26 to INR 1193.94 crore (projected) in FY 2029-30.
The annual tariff proposal (post paid) for FY 2025-26
includes energy charges across various consumer categories. For domestic
consumers, Category 'A', the rates range from INR 5.90 per kWh for consumption
up to 30 kWh to INR 7.80 per kWh for consumption over 250 kWh.
Industrial consumers, Category 'B', will pay INR 7.15 per
kWh for consumption under 500 kWh, rising to INR 8.25 per kWh for consumption
above 5000 kWh.
Bulk supply (Category 'C') is set at INR 7.60 per kWh, while
commercial (Category 'D') rates vary from INR 8.15 per kWh for consumption
under 60 kWh to INR 9.85 per kWh for consumption over 240 kWh.
PWW (Category 'E') will face a charge of INR 8.20 per kWh,
and public lighting charges for Category 'F' will be recovered from consumers.
Agricultural consumers (Category 'H') will be charged INR 3.65 per kWh, while
temporary connections (Category 'I') will have energy charges of INR 11.50 per
kWh for DLF and INR 14.70 per kWh for other connections.
Single-point metered rural and urban connections will be
charged INR 5.90 per kWh and INR 6.10 per kWh, respectively.
For public lighting, the charges will be recovered from
consumers in domestic, commercial, industrial, and bulk supply categories at
the following rates: INR 10 per connection per month for domestic, INR 15 for
commercial, INR 20 for industrial, and INR 25 for bulk supply.
The prepaid tariff proposal for FY 2025-26 sets the energy
charges for all units as follows: INR 6.05 per kWh for domestic consumers
(Category 'A'), INR 7.10 per kWh for industrial consumers (Category 'B'), INR 7.35
per kWh for bulk consumers (Category 'C'), INR 9.05 per kWh for commercial
consumers (Category 'D'), and INR 3.45 per kWh for agricultural consumers
(Category 'H').
The components of the ARR and other parameters proposed by
the Department of Power may be increased, decreased, or amended by the NERC,
even if not proposed by the licensee, to comply with the requirements of the
Tariff Policy, the Electricity Act, and any decisions made by the APTEL or the
Supreme Court on any electricity-related matter.
Electricity consumers and other stakeholders are invited to
submit written suggestions, objections, or comments.
Written suggestions, objections, or comments for the
approval of the ARR or any other aspect of the petition, limited to the
specified subjects above, should be sent to the Deputy Director, NERC, near the
E-n-C Office, Department of Power, AG Colony, Kohima, with a copy to the Chief
Engineer (D&R), Department of Power, government of Nagaland, Kohima-797001.

petition and take note of its contents during office hours at the office.
