The government of Nagaland has adopted changes in procedures of submission of pay bills with effect from April 1.
An office memorandum issued by Principal Secretary & Finance Commissioner, Temjen Toy on Thursday said “The preparation and approval of salaries of all gazette officers at all levels in the state shall henceforth be made through establishment pay bills”. He informed all Heads of Departments and DDOs concerned to take note and initiate necessary steps for compliance of the change in procedure for submission of pay bills. Finance Commissioner also directed all Treasury Officers/ Sub- Treasury Officers to ensure that the revised procedure is enforced.
In accordance with this, Treasury Officer of Mokokchung, Toshizemba has informed all DDOs in the district to comply with the government order. He further said, “Erasers and overwriting in any bill are absolutely forbidden and must be avoided. If any correction be necessary, the incorrect entry should be cancelled in Red Ink and correct entry inserted. Each such correction or any interpolation deemed necessary should be authenticated by the DDOs setting his full signature with date against each”.
It may be recalled that the revised system of drawing salaries of gazette officers through establishment pay bill was made to the officers of the Secretariat. Subsequently this was extended to directorate of Treasuries and Accounts. It was further applied to all the directorates. This measure was adopted to streamline and simplify the system of preparation and drawing pay bills.
