The Nagaland government said screening for ANATG-2015 regularisation is under way and appealed to teachers to defer their proposed agitation.

DIMAPUR — The Nagaland government has outlined the current status of the regularisation process of the All Nagaland Ad hoc Teachers Group of 2015 (ANATG-2015), stating that screening of documents is under way and that all concerned departments are working in tandem to resolve the issue, even as it appealed to the teachers to defer their proposed agitation.
In a detailed statement issued by the DIPR on Tuesday, the government traced the history of the case, noting that ANATG-2015 comprises 1,166 teachers appointed on contract or ad hoc basis against sanctioned posts between the late 1990s and 2012.
The release said that to regularise their services, a suitability test was conducted in May 2017 in line with then-existing Personnel & Administrative Reforms (P&AR) Office Memorandums, which allowed regularisation after three years of continuous service, subject to clearing the test and Cabinet approval. A Cabinet memo recommending regularisation of all 1,166 teachers who cleared the test was submitted on October 26, 2017.
However, the process was stalled following Gauhati High Court, Kohima Bench orders in July and August 2017 restraining the government from regularising contract appointments under the cited P&AR OMs. In its August 29, 2018 meeting, the Cabinet decided that regularisation could not proceed until the court matter was resolved, but approved doubling of the teachers’ fixed salary. Subsequently, in October 2018, scale pay based on the 6th ROP of 2010 was granted.

The department said that after ANATG submitted a representation in September 2021, the matter was referred to P&AR, which advised identification of employees eligible for one-time regularisation under the Supreme Court’s Uma Devi judgment of April 10, 2006.
Following an agitation by ANATG from September 26 to October 7, 2022, the government constituted a High Powered Committee headed by the Principal Secretary to the Chief Minister. The committee submitted its report in June 2023.
On February 9, 2024, the Cabinet approved adoption of a one-time policy for regularisation of contract/ad hoc employees, and the P&AR Department issued an OM on March 16, 2024, covering those appointed against sanctioned posts prior to June 6, 2016. A Screening Committee on Regularisation was constituted on June 6, 2024.
According to the release, the School Education department forwarded details of 2,487 ad hoc/contract employees, along with documents, to the Screening Committee, and said that discussions are ongoing regarding missing documents and procedural requirements.
The release said that after ANATG issued an ultimatum in December 2025 threatening agitation if regularisation was not completed by January 30, 2026, multiple meetings were held with the Screening Committee, the School Education Department, and later with the Chief Secretary on February 6, 2026.
During these meetings, ANATG presented its grievances, while departmental officials briefed them on the status of the exercise. The Chief Secretary explained government procedures and requested the group to call off or suspend their agitation.
On February 9, 2026, after ANATG threatened a hunger strike if no satisfactory response was received, the Directorate of School Education urged the group to put any further action on hold for better consultation, assuring that their issues would be taken up at the earliest.
The department said that given the scale of manpower under School Education, all concerned stakeholder organisations of the government are working together to resolve the matter in its entirety.
