DIMAPUR — The Nagaland government has constituted a standing high-powered committee (HPC) to serve as the governing body for the Hornbill Festival, with a mandate to provide overall policy direction, inter-departmental coordination and strategic oversight.
According to an official notification issued by the department of Information and Public Relations on Friday, the committee has been constituted in the interest of public service, with the Governor of Nagaland according approval for its formation.
The HPC will be chaired by the Chief Minister. The Deputy Chief Minister (Planning and National Highways) and the Deputy Chief Minister (Home and Border Affairs) will be members, along with ministers in charge of Tourism and Higher Education, and Horticulture and Water Resources. Advisors for Art and Culture, Industries and Commerce, and the Advisor to the Chief Minister will also be members.
Senior bureaucrats included in the committee are the Chief Secretary, who will serve as Member Secretary, the Finance Commissioner, Development Commissioner, Commissioner and Secretary (Tourism), Secretary (Art and Culture), Secretary (Industries and Commerce), and Secretary (Horticulture). The chairman of the Task Force for Music and Arts (TaFMA) is also a member of the governing body.

The notification stated that the role of the HPC will include providing strategic vision and policy guidance, ensuring inter-departmental convergence, approving major strategic initiatives, partnerships and frameworks, and monitoring progress against defined outcomes.
The committee will also be responsible for allotment of sites, monitoring rates for materials sold and events, and taking all policy decisions related to the Hornbill Festival. In addition, the HPC will oversee corporate social responsibility (CSR) contributions and sponsorships received for the festival.
The notification further stated that a convenor and a festival director for the Hornbill Festival will be appointed from among the members of the committee.
