NAPAD joined the Hitarth Sahayak National Convention 2026 to promote Niramaya Scheme access for persons with disabilities.

DIMAPUR — Members of the Nagaland Parents Association for the Disabled (NAPAD) participated in the Hitarth Sahayak National Convention 2026 held at Nagda in Ujjain, Madhya Pradesh, on June 14.
The convention was organised by PARIVAAR-NCPO (National Confederation of Parents' Organisations) in collaboration with VOSAP (Voice of Specially Abled People), a US-based organisation.
According to an update, the convention focused on the effective implementation of the Niramaya Health Insurance Scheme under the National Trust for persons with intellectual and developmental disabilities across the country.
State Commissioner for Persons with Disabilities, Nagaland, Tongpang L Jamir attended the event as the guest of honour.
Other dignitaries present included VJ Rajput, Dr. Ajay Khemariya and Prof. Himanshu Jha. The speakers highlighted the importance of expanding access to healthcare and rehabilitation services for persons with disabilities through the Niramaya Scheme.
The update stated that the HITARTH (Healthcare Initiative to Avail Rehabilitative Therapies and Health Coverage) Scheme is a pioneering initiative launched in 2024 by VOSAP in collaboration with PARIVAAR-NCPO.

The initiative aims to enhance enrolment and utilisation of the Niramaya Health Insurance Scheme among persons with autism, cerebral palsy, Down syndrome, intellectual disabilities and multiple disabilities.
Under the Niramaya Scheme, eligible beneficiaries can avail health insurance coverage of up to INR 1 lakh.
"The scheme provides a wide range of healthcare benefits, including OPD treatment, medicines, pathology and diagnostic tests, regular medical check-ups, dental care, corrective surgeries, hospitalisation, disability-related therapies, alternative medicine and transportation assistance. Notably, no pre-insurance medical tests are required, and the scheme is available throughout the country," the update stated.
NAPAD serves as the nodal agency under PARIVAAR-NCPO for the implementation of the HITARTH Scheme in Nagaland.
The organisation is working in close collaboration with the Office of the State Commissioner for Persons with Disabilities to facilitate awareness, enrolment and access to the Niramaya Health Insurance Scheme for eligible persons with disabilities across the state.
Speaking on the occasion, representatives of NAPAD reiterated their commitment to ensuring that every eligible person with intellectual and developmental disabilities in Nagaland benefits from the scheme and gains access to affordable healthcare and rehabilitation services.
The convention provided an important platform for stakeholders, disability rights advocates, government officials and parent organisations from across the country to share experiences, discuss best practices and strengthen efforts towards promoting inclusive healthcare for persons with disabilities.
