Nagaland forms Job Reservation Commission to review policies, ensure equitable tribal representation, and recommend measures for fair employment.

DIMAPUR — The government of Nagaland has constituted a Job Reservation Commission to review and recommend a policy for equitable representation of the state’s tribes in government employment.
According to a DIPR update on Monday, the commission has been constituted by the Governor of Nagaland.
Retired bureaucrat R Ramakrishnan will serve as chairman, with the heads of the Home, Law & Justice, Higher and Technical Education, and Personnel & Administrative Reforms departments as members. The P&AR head will also act as member secretary.

The commission has the power to access all government records it considers relevant and to call any government official or department to brief it on issues related to its work.
Its terms of reference include examining constitutional and statutory provisions on reservations in central and relevant state governments. It will critically review the educational and economic parameters used to determine reservation criteria and examine the existing job reservation policy in the state and its impact on representation.
The commission will hold consultations with apex tribal bodies and other stakeholders, including students and employee organisations, to ensure equitable application of the reservation policy. It will also propose criteria for tribal reservation, determine overall reservation percentages, and consider inter se distribution.
Additionally, the commission will assess the extent to which reservations address defined backwardness and the duration for which they may apply. It will examine implementation and monitoring mechanisms and suggest measures, including technology interventions, to make them robust and error-free. The commission will also consider any other matters referred to it by the government.
The commission is expected to submit its report within six months. The Home department will provide office space and secretarial support, while the Finance department will make budgetary provisions, the update stated, adding that details of members’ remuneration will be notified separately.
