DIMAPUR — Nagaland Cabinet on Thursday decided to recall the panel of names submitted to the Union Public Service Commission (UPSC) for the 2024 IAS induction list of Non-State Civil Service (Non-SCS) officers and announced that the entire process would be revisited.
A press release issued by Chief Secretary Sentiyanger Imchen stated that the Cabinet met on Thursday and deliberated on the ongoing controversy surrounding the induction of Non-SCS officers into the Indian Administrative Service (IAS) from Nagaland.
It stated that while a vacancy circular for induction of Non-SCS officers to the IAS had been approved by the competent authority in 2020, no Cabinet memorandum or policy decision was taken at that time.
The March 10, 2025 vacancy circular, it added, was issued without the approval of the competent authority.

The Cabinet also took note of a letter from the UPSC dated October 10, 2025, which requested Nagaland government to furnish certain missing documents and information related to the panel of eligible officers for the 2024 select list.
Taking into account the factual background and “certain new facts and contentions” brought to its notice, the Cabinet decided to recall the panel of names earlier submitted to the UPSC on September 26, 2025.
Further, the Cabinet resolved to revisit all previous decisions concerning the eligibility criteria for induction of Non-SCS officers into the IAS in order to arrive at an informed decision.
It added that the review will take into account the views of all stakeholders, and that the advice of the department of Personnel and Training and UPSC will also be sought.
Appealing for cooperation, the Cabinet urged all concerned to call off their ongoing agitation and protests over the issue.
