Angami Public Organisation launches migrant verification app in Angami areas and seeks stricter ILP enforcement, online permits and tighter entry checks
DIMAPUR — The Angami Public Organisation (APO) on Tuesday launched a digital application to register and verify outside migrant workers within Angami area, while calling for stricter implementation of Inner Line Permit (ILP), including a fully online system and tighter checks at entry points.
A press release informed that the APO Digital Verification App, inaugurated by APO president Thejao Vihienuo, is designed to enable registration, verification and monitoring of migrant workers at the village and town levels. The Angami Students’ Union has been entrusted with carrying out the verification exercise.
According to the APO, the mobile-based application will allow authorised field agents to record details including an individual's personal information, ILP status, purpose of visit, place of stay or work, employer details and duration of stay.
The system will also enable field agents to add subsequent verifications of an individual at different locations, creating a record of verification and movement. Following successful verification, a digital pass can be generated showing its validity period and other relevant information.
The organisation explained that the initiative was necessitated by what it described as the increasing influx of illegal migrants and inadequate implementation of the ILP by Nagaland government.
“The APO have felt the need to have an App which can detect and verify the status of illegal migrants within our jurisdiction,” it stated.
The organisation has also written to the chief secretary seeking stronger ILP enforcement, including the creation of a dedicated ILP Cell in Home department and restoration of ILP check gates at entry points.
Among its other demands, the APO has sought that migrant workers be permitted to work only for their guarantors, that ILP renewals be limited to two occasions and that those whose permits expire leave the state and reapply afresh.
It has also called for a holding centre for ILP defaulters before deportation, stricter ILP checks at railway stations and the airport, and a fully online ILP system.
The organisation appealed to other tribal bodies to support the digital verification initiative, stating that concerns over unauthorised migration were shared across the Naga community.
