Nagaland adopts new Telecommunications Right of Way Rules 2024 to streamline digital telecom infrastructure approvals.

DIMAPUR — The Ministry of Communications, Department of Telecommunications, government of India, has notified the Telecommunications (Right of Way) Rules, 2024, under the Telecommunications Act, 2023.
The Rules are mandatorily applicable across all states and aim to digitise, streamline, and expedite the right of way (RoW) approval process for telecom infrastructure.
According to a DIPR report, in compliance with the Telecommunications (Right of Way) Rules, 2024, and the resolution of the State Broadband Committee (SBC) during its meeting on February 11, 2025, the Department of Information Technology and Communication, government of Nagaland, has notified that the said Rules shall prevail and be enforced retrospectively in the state with effect from January 1.

Consequently, any provision contained in the previous Guidelines for Granting Right of Way (RoW) for Installation of Telecom Infrastructure in the State of Nagaland, 2019, dated December 2, 2019, and its subsequent amendment dated September 30, 2024, that is inconsistent with the Telecommunications Right of Way (RoW) Rules, 2024, shall be deemed superseded to ensure alignment with the latest Rules notified by the government of India.
All departments and stakeholders have been directed to ensure compliance and process RoW applications for telecommunication infrastructure exclusively through the mandated digital platform.
