Representatives of Naga Hoho on Thursday called on Union Home Minister, Rajnath Singh and Minister of State for Home, Kiren RIjijju in New Delhi on Thursday and submitted a two-page memorandum on Indo-Naga conflict and Nagaland-Assam border issue.
According to a press release, the delegation comprised of Naga Hoho executives and members of the Committee on Naga Political Affairs (CONPA), which is also a sub-committee of the Naga Hoho.
The delegation briefed the Ministers on the “current situation in Naga area(s)” and expressed concern at the development in the aftermath of the ceasefire Abrogation by the NSCN -K. “They noted the inept handling of the issue by the concern official and strongly protested the Army operation where innocent civilian were victimized,” the press release stated.
The Union Home Minister, according to the press release, had assured the delegation that he would ensure that the atrocities on civilians would not be allowed and that “he is always with the Nagas and serious on solving the Naga Issue.”
Meanwhile, Kiren Rijiju stated that New Delhi was always keen on continuing the Ceasefire agreement with the NSCN-(K) and expressed his unhappiness with what is happening after the abrogation of the Ceasefire.
He further stated that the BJP government has always been serious on solving the Naga political issue while pointing out that both Vajpayee and Modi have visited Nagaland during their tenures as Prime Minister of India. He also encouraged the Naga civil organizations to work for peace.

Sub: Matters pertaining to the settlement of Naga Political Conflict.
Hon’ble Sir,
We, the Naga Hoho, Apex body of the Naga Tribes, strive for a permanent and workable solution to the long pending Indo Naga political conflict. We appreciate the measures that you have taken in making a steady progress in the dialogue process, at the same time, drawing your immediate attention to these issues.
1.Current situation:
For the past 18 years guns have been silent in the Naga Hills. Reemergence of low intensity conflict and engagements have taken ugly shape, paving way for Naga Society to be back in the spell of harassment and tortures. It is the failure of those who were handling the affairs that led to the abrogation of the ceasefire and formation of yet another splinter group- the NSCN(R) faction. At the same time, there was no effort from any side to contain the abrogation of the ceasefire by the NSCN (K) and to bring normalcy in the region. The unwarranted offensive and counter offensives could have been averted by taking steps to contain the abrogation of ceasefire. Those who are responsible for creating the situation by sheer neglect or unmindful act of overlooking the consequences should also be severely dealt and cannot be absolved of their incriminating acts.
Every time, when violence erupts, the government have made only efforts to contain and to proceed tactically and legally. This has led those in the government to walk scot free, whose actions and decisions have led to violence.
We request you to take immediate steps restore normalcy by bringing the NSCN(K) to the table. You may take strong steps to ensure that Innocent citizens are not victimized for political and administrative failures.
2.Border Disputes with the neighboring states:
While carving out the new state of Nagaland in 1960, the determination of the boundaries with Assam was not in conformity to the agreed principles as enunciated in the Sixteen Point Agreement. The agreement clearly defines thecontiguous Naga inhabited areas of the Naga Hills and elsewhere under the Naga Traditional system to be incorporated to the Nagaland state.. For more than half a century, the dispute is continuing and has resulted in several confrontations with the bordering states. Recently, the pressure on the borders are mounting high with the more population moving in, leading to law and order problems and exchange of fire between the people and the armed constabularies of both the states
