In their group report, the Nagaland Civil Service (NSC) officer trainees highlighted various aspects of governance in their workplaces, which included the need for capacity building and training on the roles and responsibilities for government employees as well as village-level functionaries, upskilling of youths for employment, bringing improvements in sectors like education and health, and better dissemination and implementation of government welfare schemes to make them outcome-orientated.
In his address, Shekhar mentioned that it is easy to list problems, but the important thing is to suggest solutions to those problems. He stated that the purpose of one's life has to be about being useful to society and that people ought to be ready to make sacrifices for others. He also mentioned that it is the responsibility of civil servants to take the right decisions and right actions for the welfare of citizens.
The special guest highlighted the fact that developmental funds and welfare programmes are meant for the common people and that it is mainly at the district level that the funds are implemented. He therefore impressed upon the officer trainees the significance and importance of having ethical values in the performance of duties and also of avoiding corruption and nepotism.
