Dimapur, May 9 (EMN): The Mokokchung Chamber of Commerce & Industry (MCCI) has questioned the Inner Line Permit (ILP) issuing authorities, particularly that of Dimapur district, after what the organisation stated was the detection of 'persons with dubious identities' in Mokokchung.
The MCCI issued a press release on Thursday asking the authorities to screen applicants before allowing them entry.
"It is advisable that the recent alert notification by the chief secretary, government of Nagaland in the aftermath of the April 21 deadly terrorist bombings in Sri Lanka should be borne in mind by all concerned," the organisation stated.
"ILP and other permit issuing authorities should thoroughly vet the applicants and their antecedents before admitting them and the public should also remain vigilant more than before."
The MCCI took note that some persons with "dubious identities" have been duping the public 'by selling substandard merchandise.' They hold “temporary permit” issued by the "good office" of the Mokokchung Municipal Council (MMC), the press release stated.
'It has also been found that these dubious persons possess ILP where it is clearly mentioned that their “purpose of visit” to Mokokchung is for “labour” whereas they are doing guerrilla business here with temporary permits issued by MMC while evading all statuary fees and taxes.'
Further, these persons are found to be selling products other than those permitted by MMC's temporary permit norms, the MCCI stated.
Again, it has been found that there are some ILP holders who are selling various goods as hawkers without any MMC permit.
"It is the dubious business activities of these persons that are adversely affecting that of the genuine and registered businesses who are paying all dues and taxes, rendering public service and contributing positively to society," the organisation stated.
"These facts were discovered by MCCI today after some of our aggrieved members produced before us eight dubious persons with unconvincing documents. Of the eight persons, two of them did not possess any MMC permit while one of them possessed ILP issued by Dimapur district administration who had not registered with the Mokokchung police on his arrival here as per the rules," the press release stated.
"The particulars of the ILP issued at Dimapur did not mention any date of Issue which is a serious breach of conduct by the ILP issuing authority there."
All the particulars of his ILP were handwritten while his ILP code number, place of work and valid period were handwritten in red ink, the MCCI stated.
"Three of them carried ILPs that were issued on New Year’s Day of 2002 which is suspect, while two of them held ILPs wherein the signature of the issuing authority looked forged."
Further, the organisation stated, another one carried ILP and MMC temporary permit where the photos on the documents were apparently not of the same person but bearing the same name.
'One of them had been operating business in Mokokchung with “temporary” permits issued by MMC for the past eleven years,' the MCCI noted. The MCCI has demanded that the temporary permits of the six dubious persons be cancelled immediately in accordance with provisions of the MMC's guidelines. Further, all eight of them should be barred from operating any “temporary” business in Mokokchung, the MCCI demanded.
