The winter session of the 10th Manipur legislative assembly concludes here on Monday by passing three Bills-Manipur Municipalities (Ninth Amendment) Bill,2015, Manipur Medicare Service Personnel and Medicare Service Institutions(Prevention of Violence and Damage to Property) Bill 2015 and Manipur Motor Vehicle Taxation (Second Amendment) Bill 2015.
However the house of 60 members withdraws Manipur Participatory Irrigation Water Users’ Bill 2005 while placing the Bill for passing in the last minute.
The house of 60 members however have two calling attention motions on ‘report of cannibalism in a designated camp’ and ‘upgradation of Imphal city to a smart city’ were moved by opposition-BJP MLA Kh Joykishan and Trinamool congress MLA Dr I Ibohalbi in the second and last day of the session this afternoon.
Replying to the call attention on the reported incident of cannibalism in a designated camp at Khabeisoi near Imphal, Deputy Chief Minister Gaikhangam who holds the home portfolio informed that the matter is under investigation and the law enforcing agencies are yet to eastablish details of the incident.
In his reply to the demand to provide a transparent,inclusive,sensitive plan ip upgradation of Imphal city into smart city, Chief Minister O Ibobi who holds the Manipur housing and urban development(MAHUD) portfolio told the house that steps are on to do the needful by coordinating the Imphal Muncipal Corporation and MAHUD for a retrofitting effort despite the limited state fund position.Ibobi said the state required more than Rs 1000 crores as 10% share while implementing all the central sponsored schemes not to speak of 50-50 funding pattern in case of Rs 1000 crores worth Smart city plan.
Session stars behind schedule time: The second and last day session of two day Manipur assembly could not be started as usual from 11am due to technical defect in sound system of assembly hall on Monday,sources from assembly said.
The failure of sound system in assembly was detected when the Speaker was trying to address the house in the morning.Since then the house was initially adjourned for about for 30 minutes due to the said technical defect on Monday.
The Speaker of the assembly Th Lokeshwar made an announcement at around 11.15am following report of sound system failure,sources available here said.As scheduled, the session of the ongoing assembly was supposed to start from 11am.But it could not make it for the said reason mentioned above.Sources added, the day’s sudden deferment of the session due to technical snag was reported for the first time in the last 20 years.
Later assembly speaker for the second time made an announcement to reschedule the session from 2pm.
