
IMPHAL — Manipur government on Friday launched the ‘Chief Minister’s College Students Rehabilitation Scheme (CMCSRS) 2023’ to provide educational facilities to the displaced and affected undergraduate college students affected by the ongoing violence in Manipur.
Manipur Education Minister Thounaojam Basantakumar Singh, who launched the scheme, it targets to cover around 51 colleges in the state including 34 government colleges and 17 government-aided colleges. There are about 2000 college students who have been affected by the unrest in the state.

Stating that CMCSRS 2023 has two major categories - directly affected students and Inter-college transfer facility – the minister said the relief components under directly affected students are transfer of students to a new college as per request, free admission for the academic session 2023-24 (admission amount ranging from INR 500 to 9000), one-time rehabilitation grant of INR 10,000, free smartphone, provision for free sanitary pads and sports equipment (for girls students). Transfer of students to a new college as per request and free admission for 2023-24 will be the relief components for those under inter-college transfer facility, he said.
The objectives of the CMCSRS 2023 include facilitation for transfer of students from the present college to a new college as per request made by the students, to provide free admission/waiver for affected students in the Government and government-aided colleges of Manipur for the academic session 2023-24, to provide monetary grants to the affected undergraduate students for purchase of books, stationery, uniforms and other requirements for continuing with their education, and to control dropout rate of students in the undergraduate level, as envisaged under National Education Policy, 2020.
Students who are currently pursuing any semester of the undergraduate programme in any government or government-aided college are eligible to apply under the CMCSRS 2023.
The minister continued that affected students studying may apply online in a given portal/link to be notified later to avail benefits under the scheme. The notification for application shall be published in major newspapers of the state and announced in All India Radio and local TV channels. The eligible students will be given sufficient time to apply online for the scheme, Singh said.
