IMPHAL — Manipur Governor Ajay Kumar Bhalla on Tuesday said that Manipur is gradually moving towards stability.
“While recent events have caused challenges to social harmony and livelihood, the resilience demonstrated by the people of Manipur has been exemplary with the collective efforts of the government, security forces, civil society and community,” the governor said.
“The resurgent Manipur signifies not only recovery from the recent difficult circumstances but also a renewed commitment to build a stronger foundation for peace, unity and long term development.”

Bhalla was addressing the 2026 North-East Seminar held on the theme ‘Resurgent Manipur: Framework for stability & sustained growth’ at the City Convention Centre in Imphal.
The resurgence must be driven by reconciliation, inclusion and opportunities for all the sections of the society where every community feels respected and empowered, he added.
Highlighting the state’s immense potential in agriculture, horticulture, handloom, handicrafts, eco-tourism and sports, he also emphasised the entrepreneurial spirit of its people and the remarkable achievements of Manipuri athletes on the global stage.
“Social cohesion is essential for rebuilding confidence at the grassroots and ensuring that every group is secured, valued and heard,” he added.
The governor called for deeper investment in education, skill development, connectivity and youth empowerment to shape a stable and prosperous future.
Director General of Assam Rifles Vikas Lakhera, in his opening remark, said “This annual seminar conducted under the provision of the MoU (with the Manipur University) reflects our shared commitment to promoting informed, constructive and forward looking discussion on issues that shape the future of this beautiful state.”
Stating that Manipur’s strategic position and tri-junction of south and south-east Asia presents both opportunities and challenges, the governor stated that the pathways to resurgence lies in harmonising security, governance, inclusivity and sustainable growth.
The day’s event featured three plenary sessions. The first plenary session, chaired by Lt. Gen. CA Krishnan (Retd.), presented an overview of ‘Complexities of Manipur,’ covering security, governance, and regional geopolitics.
Anthropologist and senior fellow at the India Foundation, Rami N Desai, also gave a detailed presentation on ‘External dynamics as a catalyst for internal turmoil in Manipur,’ examining cross-border influences, demographic pressures, illegal immigration, narcotics networks and the broader geopolitical developments shaping the state’s internal stability.
Security Advisor Kuldiep Singh, Inspector General Assam Rifles (South) Major General Ravroop Singh, Vice-Chancellor Prof N Lokendra Singh of Manipur University, senior officers of the Assam Rifles and students attended the event.
