Imphal, April 8 (EMN): Education Minister Th. Radheshyam said due to the abuse of modern technology, though important in modern times, is becoming a way for an unfair means. He was speaking on a press briefing regarding the leakage of question paper of Physics in the recent Council of Higher Education Manipur Examination, 2017 at his office at Rashtriya Madhyamik Shiksha Abhiyan (RMSA), Babupara.
Expressing his concern on the issue he said, unfortunately previous years also similar incidents took place and to curve such incidents many suggestions and proposals were made though couldn’t be implemented due to lack of time but next year everything will be implemented to avoid such unwanted incidents.
Inorder to avoid unfair and unwanted situation in and around the examination centres, he added, flying squads were provided to inspect 92 examination centres. Along which many student’s organisation also work by with the government to conduct free and fair examination.
With all these efforts also, the minister said, unfortunately the physics question paper got leaked and was circulated on watsapp and facebook by 9:20 am on the examination day which was opened on 9:15 am by concern authority. Hinting about the originating place of the leak question paper, the minister said, it is from inside, and could even be from any of the examination centres of COHSEM which will be find out as soon as possible. He further pointed out if it was an act of student the paper would have been leaked around 10 am but it is at 9: 20am that the paper got leaked, thus confirming the involvement of an insider.
In connection of the case registered, the minister said till now the Cyber Crime Branch has arrested sixteen persons out of which fourteen are juvenile, while the four are adults already released on bail as they are not the originator though got involve. He also mentioned that though one of the organising secretary of DESAM was also involved with the group admin but the police are still hunting for the originator the main culprit of the crime.
He further claimed that the originator as well as whoever is involved in such crime will be punished according to departmental enquiry and law of the land as a criminal. From department’s side the fast and foremost target is to improve the process and proceedings of the examination of the state in the best way, he added. The minister also urged everyone for support and assistance to be able to make the education department a better department so as to able to make a better Manipur.
The minister expressed that constant hard work, honesty and dedication is the need of time to bring a positive and constant change towards a qualitative development especially in education.
To bring such change in education so as to brighten the future of state he said we need teachers who can dedicate themselves, come forward voluntarily to contribute their best to the student and help in creating a better education for bright future.
The teacher’s unwillingness to go for posting, paying off of one-third of their salary to the substitute needs to be address as soon as possible. To solve this problem the minister said only inspection won’t help but the teachers need to be encouraged and motivated to be able to carry out their duty anywhere in the state.
Expressing education and health are the most important department, the minister said, if one nurtures the future the other secures the present of the society. And it is these two departments that take away most of the revenues of state outside and thus to avoid so, much attention need to paid to theses department.
