Imphal, Sep. 2 (EMN): In an effort to track and monitor the entry and exit of visitors under Inner Line Permit (ILP) system, Manipur Chief Minister N Biren Singh on Thursday virtually launched e-ILP platforms at three major entry points -- Imphal Airport, Mao Gate and Jiribam Railway Station -- at the Chief Minister’s Secretariat in Imphal.
Speaking on the occasion, Chief Minister Biren Singh said that the e-ILP tracking system had been developed to mend the loopholes in the procedures adopted to issue the ILP and its tracking system.
Stating that the ILP was enforced in the state to protect the identity of its people, he added that the system would help in checking whether a person, who had entered the state with permit, had left or was still staying even after the expiration of permit duration.
The concerned authorities, in many instances, had found visitors staying beyond their permit duration without renewing it. The new system would enable mobile tracking of defaulters and taking necessary action, he added.
He also informed that an ILP Monitoring Cell with Deputy Inspector General (Intelligence) of state police as Chairman had been set up to ensure proper reading of entry and exit and to track over stay. He thanked the officials operating the permit issuing centre at different entry and exit points.
The e-ILP platform has a comprehensive dashboard system that actively shows varied information such as number of people entering the state on a particular date and time including graphical break up-based presentation of people visiting through different entry gates. The system is also enabled with automated generation of a defaulted list of people who have overstayed beyond the permitted number of days as per the permit.
Later in a tweet, Chief Minister Biren wrote,"Launched the e-ILP platform of Manipur in presence of Hon’ble Ministers, Hon’ble MLAs and Officials of the Govt. today. This platform will play a major role in regulating the entry, exit and tracking of visitors who are staying beyond their ILP duration".
The ILP system was implemented in Manipur to protect the indigenous population from the first day of 2020 after the central government decided to extend ILP to Manipur in December 2019. Thus, Manipur became the fourth state after Arunachal Pradesh, Nagaland and Mizoram where the ILP regime is applicable.
