Imphal, Feb. 12 (EMN): Manipur Chief Minister N Biren Singh on Mon. said that the government of the state was implementing ‘human-oriented schemes’ to bring benefits to the poor. He said this during discussions at the 4th session of the 11th Manipur Legislative Assembly on its seventh day.
Biren Singh said that the new government was committed to maintaining ‘maximum transparency’ toward bringing inclusive development in the state. The government has already launched a website for Digital Application for Review by Public and Nation (Darpan) to monitor the progress of various developmental projects undertaken by various departments in the state.
The government is trying its best to provide quality life and to improve the standard of living of the people in the state, Singh said. He reiterated that the requirement for a topographical need-based budget to bring inclusive development to both the hills and the valley.
New initiatives and schemes have already been implemented to improve various sectors in the state, he said and assured that the Chief Minister-gi Eikhoi Lairik Yengminnasi scheme will be launched within ten days.
Clarifying questions about policy cuts and observations raised by legislator Md Abdul Nasir, MLA P Brojen Singh, and MLA O Surjakumar, Singh said that the selection of beneficiaries and implementation of MOBC schemes are being undertaken under the supervision of the Work Advisory Committee. Saying there is acute shortage of manpower in the department of MOBC, the chief minster said that the department had been bifurcated into department of Welfare of Minorities and department of MOBCs & SCs.
The chief minister said that there were no irregularities in the EDP and other MOBC schemes and irregularities in utilisation of department funds. He mentioned that a list of beneficiaries of various schemes will be uploaded soon on the internet and published in the media.
Opposition Congress legislators Th Lokeshwar Singh, K Meghachandra Singh, and Md Abdul Nasir raised issues about ‘policy cuts’ and about Demands of Grants during the discussion.
Later, the house unanimously passed five Demands for Grants amounting to INR 2473,53,63,000.
The Demand for Grants include demand-18 (animal husbandry and veterinary including dairy farming) INR 114,89,42,000, demand-20 (community and rural development) INR 1787,77,53,000, demand-30 (planning) INR 442,98,54,000, demand-42 (State Academy of Training) INR 6,83,80,000 and demand-47(Minorities and Other Backward Classes and Scheduled Caste Department) INR 121,04,34,000.
