Manipur government directs districts to hold fortnightly security review meetings to improve coordination.
IMPHAL — The Manipur government has issued a standard operating procedure (SOP) for District-Level Security Review Meetings, directing every district to hold a security review meeting at least once every fortnight to improve coordination among agencies, ensure timely sharing of information and resolve issues affecting public safety and peace.
According to the order issued by the Home department, the meetings will be held more frequently if the situation demands. The meetings will be chaired by the district magistrate (DM), while the district superintendent of police (SP) will coordinate inputs from all security agencies.
Heads of security forces deployed in the district are required to attend the meetings. In case of unavoidable absence, they must nominate a suitably ranked officer.
Officers from the civil police, armed police, CAPFs, army, Assam Rifles and intelligence units will participate, along with executive magistrates and district-level officers of departments handling essential services, transport, communications and relief.
The meetings will review the law-and-order situation, preparedness and coordination among agencies, besides intelligence sharing and early warning. They will also look into the availability of executive magistrates, community engagement with peace committees, civil society organisations, women and youth, and coordination with neighbouring districts.
Rumours and misinformation will be reviewed so that facts can be verified and shared in time.
Issues relating to essential services, relief, and the condition of key roads, power supply, and mobile connectivity will also be taken up, along with action taken on decisions of the previous meeting.
The DM will ensure that minutes of every meeting are recorded and submit a consolidated monthly report to the Home department. Serious incidents will be reported immediately without waiting for the monthly report.
The SOP also states that sensitive operational and intelligence information will be shared only through authorised channels and that all agencies will act within their own legal authority and command structures.
The SOP, signed by Chief Secretary Rajeev Singh Thakur, comes into effect immediately and will remain in force until modified or superseded by the government.
