IMPHAL — The All India Congress Committee (AICC) in-charge for Manipur, Saptagiri Sankar Ulaka, announced on Monday the launch of a 45-day MGNREGA Bachao Sangram - a nationwide protest to demand the repeal of the Viksit Bharat—Guarantee for Rozgar and Ajeevika Mission-Gramin (VB-G RAM G) Act 2025.
The protest will start from January 10, aiming to restore MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act-2005) in its original form.
Ulaka made the announcement during a press conference at Congress Bhavan in Imphal.
“We are launching MGNREGA Bachao Sangram. We will force the government to repeal this draconian VB—G RAM G Act. They have done it previously with the farm bill with sustained pressure,” he said.
“This time also with the sustained protest we will ensure that the government is forced to repeal this draconian VB—G RAM G Act.”

After the Congress Working Committee in its December 27, 2025, meeting resolved to launch the nationwide movement, he said the MGNREGA Bachao Sangram movement will be held from January 10 to February 25.
On the upcoming movement, he said the PCC level preparatory meeting will be held on January 8 followed by district level press conferences on January 10 and one day fast and symbolic protest on the following day, he said adding that Panchayat level outreach will be organised from January 12 to the 29th while district level MGNREGA Bachao Dharna will be held from January 31 to February 6.
Similarly, state-level Vidhan Sabha Gheraos will be organised from February 7 to the 15th, which will be followed by Zonal AICC rallies from February 16 to the 25th.
On the current issues faced by the state, he called for dissolution of the present state assembly and hold fresh elections for the formation of democratically elected government to bring peace and tranquillity in Manipur.
“What we are hearing is that Union Home Minsiter Amit Shah had a meeting with the political nominated persons and they’re planning to extend the President’s Rule beyond February,” he said.
“Prime Minister had visited Manipur but instead of addressing the crisis in Manipur, instead of addressing how the IDPs will come back to their homes, instead of addressing why even after 55 MLAs there is still PR, instead of addressing the issue of Manipur, he came here and spoke of Manipur’s brief history and heritage which we all are aware we appreciate that but he should have spoken at least a word for the 60,000 internally displaced persons.”
The press conference was attended by the former chief minister and senior Party leader Okram Ibobi; president of Manipur Pradesh Congress Committee K Meghachandra; CWC member Gaikhangam; and former MP Dr. Th Meinya.
