Manipur CM welcomes Centre’s demographic study panel, calling it a historic step for border security and tribal protection

IMPHAL — Manipur Chief Minister Yumnam Khemchand Singh on Wednesday welcomed the Centre’s decision to constitute a high-level committee to study demographic changes in the country, describing the move as a “historic and long-awaited intervention” for border states like Manipur.
According to a statement issued by the Chief Minister’s Secretariat, Khemchand Singh expressed gratitude to Prime Minister Narendra Modi and Union Home Minister Amit Shah for addressing concerns related to illegal immigration, demographic imbalance and national security.
The chief minister said Prime Minister Modi’s announcement of a “High-powered Demography Mission” on August 15, 2025, followed by Union Cabinet approval on September 11 last year, reflected the Centre’s commitment to safeguarding India’s borders and protecting tribal societies.

He also appreciated Amit Shah’s observation that demographic change is linked not only to sovereignty and national security but also to law and order, social structure and the protection of indigenous communities.
“The Government of Manipur will extend full cooperation to the High-Level Committee,” the chief minister stated, adding that the people of Manipur remain grateful for the Centre’s efforts to strengthen border security and address demographic concerns.
In a post on X, Khemchand Singh said the initiative demonstrates a strong commitment towards “national security, social harmony and protection of tribal communities”.
Justice Prakash Prabhakar Naolekar (Retd.) has been appointed chairman of the committee. Other members include former IAS officer Durga Shankar Mishra, former IPS officer Balaji Srivastava, economist Dr. Shamika Ravi, and the Census Commissioner, while the Joint Secretary (Foreigners-I), Ministry of Home Affairs, will serve as member secretary.
The committee has been tasked with submitting its report within one year, with a provision for extension of up to six months if required.
