Seventh session of Manipur Assembly concludes with budget passage, virtual participation of Kuki-Zo MLAs and key policy updates.

IMPHAL — The seventh session of the 12th Manipur Assembly, which resumed on March 9 with the participation of six of the nine Kuki-Zo-Hmar legislators attending virtually for the first time since the crisis started in the state in May 2023, came to an end on Tuesday.
Assembly Speaker Th Satyabrata adjourned the session sine die following the passing of demands for grants for various departments for the financial year 2026-27.
The Assembly session began with the tabling of the state’s proposed budget estimates of INR 30,356 crores for 2026–27 by Chief Minister Yumnam Khemchand on the first day, and had a total of seven sittings with the introduction and passing of three government bills.

The session also witnessed 15 obituary references to 15 leaders who passed away in 2025 and 2026, including former Prime Minister Manmohan Singh and former Governor La Ganesan, 11 starred questions, three calling attention motions, and the election of three financial committees.
Six of the nine Kuki-Zo legislators in the 60-member Manipur Legislative Assembly attended the Assembly virtually for the first time since the crisis began in the state in May 2023.
The six MLAs are Deputy Chief Minister Nemcha Kipgen (Kangpokpi), LM Khaute (Churachandpur), Letzamang Haokip (Henglep), Ngursanglur Sanate (Tipaimukh), Kimneo Haokip Hansing (Saikul) and Haokholet Kipgen (Saitu).
Three MLAs, Paolienlal Haokip (Saikot), Chinlungthang (Singhat) and Letpao Haokip (Tengnoupal), were absent as they were on leave.
MLA Vungzagin Valte (Thanlon) passed away on February 21 this year, nearly three years after suffering grievous injuries in a mob attack in the early days of ethnic violence in May 2023.
On the concluding day of the session on Tuesday, the chief minister, while responding to a query by Congress Legislature Party K Meghachandra Singh on the Vigilance and Anti-Corruption department, said a total of 222 cases has been taken up over the past five years.
Of these, 23 cases were registered as FIRs, 149 cases have been disposed of, and 11 cases are currently under trial following the filing of charge sheets.
Additionally, Khemchand informed the house that an INR 33 crore waste management project has already been submitted to the Union DoNER Ministry.
In regard to the Urban Housing Schemes, he said around 27,000 houses will be constructed in the near future and beneficiaries will receive financial assistance after construction.
He informed that the master plan for Imphal Municipal Corporation area is completed and the government is working for the remaining 26 Municipal Council areas.
Deputy Chief Minister Losii Dikho informed the house that a total of 81 individuals have been arrested, including 16 village chiefs, one landowner, and 64 poppy cultivators across 10 districts, in response to a query by MLA Kh Lokeshwar on whether any arrests have been made against landowners who permitted poppy cultivation on their land.
In addition, 44 FIRs have been registered in connection with such cases, Dikho, who holds the forest portfolio, said, adding that the action has been taken based on reports submitted by the Home Department.
Meanwhile, Home Minister Govindas Konthoujam, replying to a query by MLA Lokeshwar during the cut motion on fire protection and control, informed the house that efforts are underway to establish additional fire sub-stations in every constituency across the state.
