IMPHAL, August 29: A three-day legal literacy training programme for prerks was inaugurated today at Conference Hall, State Guest House, Babupara Imphal.
The inaugural function of the training programme which was organised by the State Literacy Mission Authority (SLMA), Manipur was graced by Chief Secretary, Government of Manipur O Nabakishore Singh, Principal Secretary (AE) MH Khan , Member Secretary, Manipur State Legal Services Authority RK Memcha Devi and Director, SRC, NEHU, Shillong B Laltanpuia as chief guest, President and Guest of honour respectively.Speaking on the occasion Chief Secretary Nabakishore said literacy is not only reading and writing. “Daily, we learn a lot even from newspaper. But there are still villages and remote areas where these newspapers are not reached.
In such places, prerks, the Co-ordinators are torch bearers. They have to show the way to people. So, in a way the training programme for prerks is the functional literacy he added. The chief guest appealed to prerks for acquiring lot of knowledge from the resource persons and full attention during the training programme.
Giving the key note address, Laltanpuia said the training programme is organising under the memorandum of understanding between NLMA, Ministry of Human Resource development and the Department of Justice, Govt of India. The eight resource persons who were trained at Shillong will give training in different themes and areas to 100 prerks, co- ordinators of the Adult Education Centres which was set up in every gram panchayat of Chandel, Senapati, Tamenglong and Thoubal districs.
Topics to be covered during the training programme are: The Indian Constitution-Fundamental rights, Duties and entitlements, Protection of women from Domestic Violence act 2005, Right to Education Act 2009, The SCs/STs (Prevention of Atrocities) Act 1989, PCPNDT Act, National Food Security Act 2013, Rights of Forest Dwellers and STs, free Legal Aid, Sexual Harassment of Women at Workplace Act 2013 and also different schemes of central and state government.
