Kohima administration restricts unauthorised gatherings around Lok Bhavan from October 28, ahead of the Naga Youth Movement’s planned public gathering
DIMAPUR — Kohima district administration has prohibited unauthorised gatherings, rallies and demonstrations around Lok Bhavan from Wednesday, a day the Naga Youth Movement (NYM) has scheduled a public gathering to press for time-bound implementation of the Naga peace agreements.
The prohibitory order, issued by the district magistrate on Tuesday under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, cites security concerns and the possibility of gatherings obstructing security personnel, interfering with official duties and disturbing public order.
The order does not name the NYM or explicitly link the restrictions to its planned gathering.
The notified security zone covers Lok Bhavan and adjoining areas, including National Highway-2 between Box Cutting Junction and Classic Island, and Ladies Mile Road between Classic Island and Box Cutting Island.

Unauthorised meetings, processions, rallies and demonstrations are prohibited within the zone without prior permission from the competent authority.
The order also bars obstruction of security personnel, government officials and emergency services.
The restrictions take effect on October 28 and will remain in force until modified, extended or withdrawn. The senior superintendent of police, Kohima, and magistrates have been directed to enforce the order.
The NYM has called for public participation in its proposed gathering to seek time-bound implementation of the Framework Agreement signed in 2015 and the Agreed Position of 2017.
The movement said it had submitted representations to the governor on July 8 and October 13 seeking clarity on the implementation of the agreements, but had received no response.
