IN yet another major development for Peren District, an Observation Home (OH) under State Protection Society was inaugurated at Rangkau Complex by Minister for Social Security and Welfare Kiyanilie Peseyie as the chief guest and Bei-u Angami, chairman SCPS & Secretary Social Welfare Department as guest of honour.
“Observation Home is an institution established for the temporary reception of ‘Juvinile in conflict with Laws’ during judicial proceeding or pendency of his or her inquiry before the Juvinile Justice Board.”
The rise of juvinile crimes in Nagaland is a major concern and keeping this in view, a number of Observation Homes for children in conflict with law has been set up in various part of the State-Peren being one.
Peseyie in his address gave a gist on the Observation Homes and its purpose while further explaining that since the same is just a short stay home, children who require longer attention can be referred by the Juvinile Justice Board and sent to Pherima Special Home for proper counselling and future guidance.
He pointed out that there are eight OHs in Nagaland at present, out of which six are run by Government and two Homes run by NGOs. Peseyie also said that most of the children in Nagaland commit petty crimes such as theft, begging, use of alcohol and even serious crimes like murder, rape etc. Most of them fall under the category of children with no education or having education only upto the primary level. The Chief Guest ended his speech by appealing to the people of Peren District to co-operate and support this noble initiative.
The guest of honour Bei-u Angami opined that Social Welfare Department is closest to The Bible and went on to explain that if we think carefully , it is very similar to church ministry. He added that working at this Department is nice and pleasant but said it is a risky task at the same time because “we are dealing with our soul if we fail in our duty.”
Short speeches were delivered by Keheto Sema, director ICPS, Peter Lichamo, Deputy Commissioner, R.P. Ezung, Additional Superintendent of Police and Manuel Kamson, President NPF 7 AC. The staffs of OH showed off their musical side with a special song and the programme concluded with a vote of thanks by Lhaineilhing, Counsellor OH.
The programme was chaired by Pouhimlung David, Probation Officer, OH and the invocation prayer was pronounced by Haiku Nza, pastor PTBC which was then followed by a welcome address by Nzwakheing Iheilung, Superintendent, OH.
