Mangkolemba ADC declares November 5 shutdown unauthorised amid controversy over the Khelo India Multipurpose Hall project
MOKOKCHUNG — The Additional Deputy Commissioner (ADC) of Mangkolemba, Moakumzuk Tzudir, has declared a proposed general shutdown called by the Civil Society Organisations (CSO) Mangkolemba for November 5 unauthorised, directing all establishments to function normally.
In an order issued on Wednesday, the ADC stated that the CSO had intimated his office through a letter dated November 3 about a public meeting and general shutdown in Mangkolemba town from 9 am on November 5. However, the organisations had neither sought nor obtained prior written permission from the competent authority for the proposed closure.
The order directed all government offices, educational institutions, banks and commercial establishments to remain open and operate as usual.

It also warned that individuals or organisations found enforcing a forced closure, obstructing public movement or violating the directive would face legal action under relevant provisions of the law.
The proposed shutdown is understood to be linked to the controversy surrounding the Khelo India Multipurpose Hall project. The facility—reportedly sanctioned for Mangkolemba at a cost of INR 2.71 crore— has become a major point of local dispute after investigations revealed that it was constructed in Longtho village, nearly 18 km away from Mangkolemba town.
